Position: National Operations Officer 

Location: Tunis, Tunisia 

Anticipated duration: October 1, 2022 – February 28, 2023, with possibility of extension

Start date: As soon as possible

The Carter Center, a non-profit non-governmental organization, is seeking an experienced and  highly qualified National Operations Officer to join its election observation mission for the Dec.  17 elections. 

This position is open to Tunisian nationals only. 

The National Operations Officer will be primarily responsible for supporting the Carter Center  (TCC) Field Office senior management in ensuring smooth day-to-day operations.  In close coordination with the Security and Operations Manager and Election Observation Mission  Director, the incumbent will have the following duties and responsibilities: 

  • Arrange meetings with designated service and equipment providers for technical assessments and logistical arrangements
  • Provide useful information on local market conditions and identify service and equipment providers
  • Interpret during meetings with relevant state authorities and designated service/goods providers, and translate correspondence and documentation related to mission operations. Assist the Operations Manager in defining precise terms of reference for the provision of services and goods for the efficient functioning of the mission.  
  • Under the direction of the Operations Manager, liaise with designated providers to track deliveries and check whether orders have been filled
  • Under the supervision of the Operations Manager, help with all necessary operations and security arrangements for field teams.
  • Compile a list of all mission contacts relevant to mission operations.
  • Issue and collect equipment distributed to core team members, long-term observers (LTOs) and short-term observers (STOs) in accordance with relevant TCC instructions. Follow up cases of loss/damage/theft in accordance with relevant TCC instructions. Assist the mission in preparing and maintaining local financial and tax documents related to procurement. 
  • Assist with effective assets management in accordance with Carter Center procedures and proper disposal of assets at the close of mission.
  • Maintain the file of all asset handover documents.
  • Liaise with Core Team, national support staff, LTOs and STOs for operational and security issues, such as inquiring and collecting needs, identifying problems in the field and reporting them to the Security and Operations Managers  
  • Prepare venues for various meetings and events.
  • Support the activities of the mission and of the international observers in all other aspects as required.
  • Manage the relationship with the hotel chosen for the election HQ and STO brief on a daily basis during the STO missions; and
  • Other duties as assigned.

Qualifications: 

Qualified candidates must have completed secondary education. Additional courses or training in  business administration, material management, logistics management, economic sciences or  related field, or equivalent educational degree in mentioned fields is an asset. Relevant experience  in purchasing, contracting, sales, logistics or project support is desirable. Successful candidate  should have English and Arabic professional language capacity and the ability to act as an  interpreter. Proficiency in French language is desirable. Strong English writing skills is preferred.  In addition, the candidate should have: 

o Flexibility, attention to details and problem-solving skills.  

o Ability and willingness to work as a member of a team.  

o Demonstrated professional organizational skills and track record of independent work  o The ability to work with technology and have basic software proficiency. o Hold a Tunisian driving license.  

o Demonstrated ability to work with people of different cultural and religious backgrounds

The Carter Center in Tunisia: Following its international election observation of 2011, The  Carter Center retained a presence in Tunisia to monitor the constitutional drafting process and  observe the legislative and presidential elections of 2014. The Center remains in Tunisia to monitor  the process of harmonizing existing domestic legislation and new legislation with the ideals of the  2014 constitution. Since then, the Center has continued to work with Civil Society Organizations  on capacity building issues. In 2018, the Center held focus groups in partnership with CSOs. The  Center also strengthened the capacity and shared best practices with CSOs preparing to observe  the municipal elections. In 2019 the Carter Center fielded an international observation mission to  observe Tunisia’s early presidential and legislative elections. The Center deployed an expert  mission to observe the July 25 referendum and will deploy a full observation mission for the Dec.  17 elections and a possible second round.
