Recruitment of an expert/consulting firm for the capacity building for Entrepreneurship Support Organisations (ESOs) in Tunisia, Lebanon, Jordan, and Palestine.

Background, Objectives and scope of the consultancy, Scope of the work: 

 

Background:

The Dot, first hub for entrepreneurship and digital innovation in Tunisia, is supported by the Ministry of Communication Technologies as part of the Smart Tunisia project, in partnership with the “Innov’i” program led by the European Union through Expertise France, GIZ, and the Tunisia Development Foundation.

It aims to support and strengthen the Tunisian innovation and digital transformation ecosystem through programs and services that promote a high value-added economy, place youth at the center, and develop synergies between national, regional, and international actors.

About SPARK: SPARK is an international non-governmental development organisation active in 14 regions throughout the Middle East, North and Sub-Saharan Africa. For over 25 years,

SPARK has been creating pathways for young people to rebuild their futures. SPARK provides opportunities for youth, particularly women and refugees, to study, work and grow their own businesses in fragile communities through the provision of higher (vocational) education scholarships, entrepreneurship development and SME support.

About the ‘From Innovation to Creation’ Programme: The From Innovation to Creation

programme strengthens innovation through supporting cluster cooperation and start-up ecosystems in the South Neighbourhood countries. Through a 4-year programme financed by

the European Commission, SPARK is strengthening innovation and startup ecosystems, together with implementing partners in Palestine, Jordan, Lebanon and Tunisia.

As one of Spark’s partner The Dot will be implementing the activities defined in the “Bridge ‘Up” regional project, funded by the European Union, answering two outcomes. 

The first outcome focuses on the capacity building and support of the identified innovation support organizations in Tunisia, Jordan, Lebanon, and Palestine. 

The second outcome focuses on supporting startups in their scale-up and internationalization phase in those four countries.

Objectives and scope of the consultancy:

We are seeking a dynamic and experienced capacity building expert to join our team dedicated to supporting and enhancing organizations that provide assistance to entrepreneurs. The successful candidate will be responsible for designing and implementing capacity building programs for such organizations, based on pre-established recommendations. This role involves close collaboration with management teams and stakeholders to ensure that the recommendations are effectively implemented, and programs meet the needs of these organizations and enable them to better support entrepreneurs in their growth and success.

 

Scope of the work and methodology

Key Responsibilities:

  • Develop capacity building programs tailored to the needs of entrepreneurial support organizations, in accordance with pre-established recommendations and organizational objectives.
  • Design and facilitate workshops, seminars, and training sessions aimed at enhancing the skills and capabilities of staff within these organizations.
  • Provide customized coaching and support to organizational leaders and staff, assisting them in overcoming challenges and implementing best practices in supporting entrepreneurs.
  • Collaborate with management teams to assess the impact and effectiveness of capacity building initiatives and recommend adjustments or improvements as necessary.
  • Foster strategic partnerships and collaborations with other organizations and institutions to leverage resources and enhance the support ecosystem for entrepreneurs, also based on the recommendations developed.

Expected Results: 

The expected results are as follows:

The project’s partner organisations have effectively implemented the priority recommendations or have received a very detailed intervention plan with the methodology, the stakeholders to be involved and the expected results.

Deliverables: 

The following are the key deliverables of the consultancy work for each country: 

  • Analysis of the recommendations selected by the ESO partners (reports)
  • Interviews with partners (reports)
  • Detailed support plan (reports)
  • Monitoring of the implementation of the recommendations (reports)

 

Duration of the assignment and timeframe for deliverables: 

The mission will start as soon as the contract is signed for the duration 1 month.

Competencies, academic qualification, experience, and language: 

This mission will be carried out by a consultant with proven and relevant experience of at least seven (7) years in evaluating programs, particularly programs supporting startup structures.

It is open to all candidates who meet the following requirements:

  • Hold at least a master’s degree or equivalent in innovation management, international development, economics, social sciences, or a related discipline.
  • Demonstrate a minimum of seven years of experience in developing evaluation documents for startup support programs and in establishing and implementing intervention plans.
  • Show excellent knowledge of the project intervention areas, relevant stockholders language, and local and international traditions and cultures.
  • Demonstrate an understanding of the legal, institutional, political, and economic framework of the global context.
  • Have proficiency in written and oral French, English, and Arabic.
  • Have a good knowledge of computer tools.

Criteria for selecting the best offer: 

The evaluation of the bids takes place in two main stages:

  1. The evaluation of the technical proposals, which includes at least the consultant’s CV, the work plan, and the methodology.
  2. The comparison of the financial proposals.
