Position Overview
The Monitoring, Evaluation, and Learning (MEL) Specialist will be based in Tunis and will work under the supervision of the MEL Director. S/He will contribute to the development and management of a sound MEL system, the day-to-day implementation of the MEL Unit’s Evaluation, Management Information System, and the Collaborating, learning, and adaptation (CLA) approach.
Position Responsibilities
Monitoring:
- Support the management of M&E operations, focusing on the work of Ma3an’s implementing partners. This includes:
- In collaboration with Program staff, track Ma3an’s Implementation Matrix.
- Collaborate with the Data Analyst in maintaining and updating USAID’s Tunisia GIS Activity Location Spreadsheet
- Collaborate with the Data Analyst in maintaining and updating USAID’s Development Information Solution (DIS)
- Ensuring the correct implementation of the M&E data collection and reporting system, including instruments, forms, procedures, database, data quality assurance, etc.
- Work with Ma3a’s implementing partners and stakeholders on data requirements and data use.
- Track project site visits as necessary for monitoring and evaluation purposes in Tunisia.
- Supports Ma3an’s Regional Officers work conducting spot checks to determine whether the data we receive is accurate and valid.
- Observe whether the M&E Instruments are being administered correctly and ascertain that data handling protocols are being followed.
- Support the management, support of, and direct participation in reporting of monitoring data. This includes:
- Ensures that routine monitoring and evaluation reports are developed and submitted by the MEL Regional Officers.
- Supports the MEL Director in tracking the progress made towards outcomes and outputs
Data Quality Assessment:
- Support the management of data entry and data quality control operations, which includes:
- Support the MEL Data Analyst in conducting data analysis, preparing reports, and developing reporting plans and formats, if necessary.
- Conduct database analysis, identify data quality strengths and weaknesses and develop/implement/supervise procedures to improve data quality and report. Supports the, and direct participation in reporting of monitoring data.
- Support the Data Analyst in conducting internal Data Quality Assessments (DQAs) to test the validity and reliability of data used to measure program impact. Collects and verify all supportive documentation
Capacity Building:
- Support the MEL Director in building the capacity of all relevant team members to develop, review, and maintain program monitoring data and production of evidence-based recommendations and reports
- Provide technical assistance and training on tools and methodology to staff and local partners
- Enhance project team capacity on designing Monitoring and Evaluation lifecycle
- Perform any other duties as assigned by the MEL Director.
Evaluation:
- Assist the MEL team in designing, coordinating, and conducting project evaluations
- Assist the MEL team in conducting Program Data Review.
- Support technical staff in designing and disseminating research studies by providing relevant input.
- Lead the framing and writing of MEL-related evaluation and research reports and presentations.
- Collaborates with the MEL Data Analyst in creating innovative data visualizations for summarizing and disseminating results.
- Summarize and translate both data for diverse audiences
- Coach, mentor, cross train and supervise team members and consultants on assigned projects
- Guide study design elements related to data collection, evaluation, and analysis plans for assigned projects.
- Draft and deliver regular monitoring reporting updates when major achievements merit.
- Supports the qualitative data analysis for relevant performance indicators to promote evidence-based programming
- Contribute to reports on progress on results indicators and assist the team in preparing other
Management Information System:
- Liaises with the Data Analyst to ensure that the program’s Management Information System is up-to-date, reviewing and revising program and Regional MEL officer inputs as required
Collaborating, learning, and adaptation:
- Manages the day-to-day implementation of Ma3an’s CLA approach, including the Learning Agenda, learning questions, Learning Plan, and associated CLA Calendar
- Contributes to creating a program-wide CLA culture, championing openness, trust, and continuous improvement within the program team and partners.
- Lead and support learning events such as CLA workshops at all levels to facilitate review and reflection on the evidence
- Coordinates and documents outcomes of activity After Action Reviews and quarterly Partner Process Interviews
- Coordinates and supports the MEL Director in planning and facilitating the CLA Annual Reflection Workshops for local partners
MEL Report Writing:
- Ensure timely preparation of MEL-related progress report inputs on a weekly and quarterly basis
- Interpret results and develop both programmatic and policy recommendations based on findings
- reports as needed
- Facilitate inclusive and gender-sensitive processes and approaches, engaging local organizations, institutions, and women, to design and implement national- and community-level data collection tools and contribute to data analysis and meaning-making of results
- Perform any other duties as assigned by the MEL Director.
Desired Skills, Knowledge, and Abilities
- Experience creating and following workplans and timelines for large, complex research and evaluation projects.
- Action-oriented with a desire to proactively seek solutions and to work effectively both independently and with a team.
- Ability to understand and respond to reporting of internal and external program needs.
- Ability to present complex information in an understandable and compelling manner.
- Exceptional written and oral communication skills.
- Detail-oriented, with effective organizational and administrative skills.
- Advanced skills using STATA, SAS, SPSS, R or other statistical analysis packages and Microsoft Excel and Access.
- Advanced skills using qualitative analysis packages such as Atlas.ti and NVIVO preferred.
