EFE Background

Education For Employment (EFE) believes that when young people have jobs and the hope of building a future, they help lay the foundation for prosperous and secure societies. EFE has a network of local non-profit organizations operating across the Middle East and North Africa in the following countries: Morocco, Egypt, Jordan, Palestine, Saudi Arabia, Tunisia, UAE and Yemen.

EFE’s mission is to provide economic opportunities for youth, enabling them to transform their lives through productive, independent livelihoods. Two elements distinguish EFE: 1) We are a network of locally-run, not-for-profit organizations led by a national board of directors from the private sector and staff, and 2) We complete the circle beyond training to place graduates in jobs or connect them to entrepreneurship support, and provide ongoing learning and civic engagement opportunities as part of EFE’s Alumni Network. 

Reporting directly to the Project Management Office, the Monitoring & Evaluation & Learning (MEL) and Alumni Manager will work primarily with the Tunisian program team and will also collaborate with the European and U.S. program teams. 

 

Responsibilities

The MEL and Alumni Manager will be responsible for the coordination of all monitoring and evaluation activities as well as for the coordination of all alumni activities. S/he will be based in EFE-Tunisie’s office in Tunis. Some of the main tasks for this position are: 

 

Monitoring & Reporting:

    • Present reports on training participants, graduates and alumni
    • Assist with tracking participant development and employer satisfaction during and after the training program
    • Develop project specific monitoring and indicator tracking tools in consultation with program teams
    • Assist with writing detailed reports on key issues and progress, measured against project milestones
    • Check compliance with eligibility criteria for EFE-Tunisie programs’ candidates enrollment 
    • Apply EFE’s Internal Monitoring & Evaluation System and launch surveys and organize focus groups to collect and analyze feedback from key stakeholders, including beneficiaries, employer partners and supervisors, , key partners from public and private sectors and NGOs and trainers
    • Set-up and Manage all aspects of Student Information System (Salesforce solution)
    • Analyze data collected through EFE’s M&E System and produce program reports
    • Produce annual performance report based on M&E data and findings
    • Produce updates on programmatic data to EFE Tunisie’s CEO and Board (for board meetings) and EFE Global on a quarterly basis 
    • Articulate key risks and issues to the appropriate team members, ensuring these risks and issues are understood and acted upon.

Planning and improving 

    • In collaboration with EFE-Tunisie team members, design MEL frameworks for new project design and funding proposals that demonstrate accountability and reflect good practice.
    • Support the adoption of relevant MEL tools and methodologies to embed accountability to beneficiaries and donors and enhance MEL practice and quality.
    • Support the integration of successful approaches in routine MEL practice.

Learning and Accountability 

    • Provide relevant evidence for learning from projects
    • Share learning and provide constructive comments to colleagues in order to ensure program quality
    • Design innovative and participatory monitoring and evaluation methodologies and tools to assess outcomes and impact of programs.
    • Remain up to date on best practice and emerging innovations in the international MEL field.
    • Contribute to a culture of continuous learning and improvement.

Alumni activities

    • Contribute in the elaboration of a strategy and value proposition for EFE-Tunisie Alumni
    • Implement alumni’s activities
    • Elevate the level of visibility of EFE-Tunisie’s alumni and alumni activities
    • Establish and maintain relationship with alumni and serve as main point of contact 
    • Report on alumni network and M&E activities, including producing case studies and beneficiary quotes
  • Others
    • Participate in period meetings with EFE Global including quarterly performance workshops
    • Coordinate with other EFE affiliates and participate in meetings and working groups as needed as part of cross-affiliate support and to strengthen EFE’s M&E practices across the network 

The MEL and Alumni Manager will collaborate closely with the Training team for the following: 

    • Compile and validate existing alumni information into a database and continually retrieve and update info
    • Interact with EFE-US M&E team to provide alumni tracking data to the wider network

 

Critères d'éligibilité

  • At least 5 years of professional experience
  • Bachelor’s degree required, advanced degree preferred
  • At least 2 years of experience in project monitoring and evaluation with local or international organization or a CSO
  • Experience in organizing event and workshop with youth
  • Demonstrated ability to use IT systems, databases and Monitoring and Evaluation systems
  • Experience in using Salesforce will be an asset
  • Strong communication skills and excellent interpersonal skills
  • Fluency in French, English and Arabic is required
