About Ma3an Project:

Ma3an is a seven-year (2018-2025) USAID-funded project with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia. Ma3an’s objectives include: (1) Youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment, and (2) Tunisian youth lead and meaningfully participate in activities to address youth and community priorities. In its remaining three years, Ma3an will capitalize on the strong foundation of youth leaders, safe spaces, and local partners in its 33 communities and will engage more youth and partners who can offer additional assets to ensure that a wide representation of Tunisia’s most underserved youth can benefit from skills, services, and opportunities they need to secure their livelihoods and contribute to their communities. This includes working with local partners to set up and support a network of youth leaders who can cascade essential skills to their peers and who can propose and lead initiatives that respond to the challenges they are facing. Ma3an will also continue to build the capacity of youth system actors – including safe spaces, youth-serving and youth-led organizations, and youth-community collaboration mechanisms – to better prepare them to not only meet the needs of young people, but to effectively engage them as partners in their work. Ma3an will work with Tunisia’s Ministry of Education (MoE) to update and enhance its Civic Education program in primary and secondary schools and to adapt and apply a Youth Community Service (YCS) program in school civic education clubs that is designed to support young Tunisians to gain civic knowledge, values, and skills by applying them on a community problem that they have prioritized.

MEL Director position Responsibilities

  • Manage and coordinate the implementation of the project Activity Monitoring, Evaluation, and Learning (AMEL) plan, as well as a Collaborating, Learning, and Adapting (CLA) approach.
  • Lead on all donor communications related to project MEL, in coordination with COP/DCOP and Home Office Advisors.
  • Lead and Operationalize the AMEL plan, including data collection and verification and prepare project performance and data reports as required.
  • Supervise and advise on the development of data collection tools and systems needed for the implementation of the project’s AMEL plan.
  • Oversee the project’s data quality system and database, ensuring that data is accurately uploaded into the system by staff and partners on a regular basis.
  • Ensure data collection tools and systems are being used correctly by staff and partners to collect required and accurate data for performance monitoring and evaluation; coordinate with the home office to conduct internal data quality assessments and to address any issues identified.
  • Supervise the effective implementation of data quality assurance systems for the project.
  • Supervise and provide guidance to the MEL team, directly supervising the MEL Manager and Data Analyst, with potential additional reportees to be determined later.
  • Ensure all relevant project staff are aware of and adhere to funder and government monitoring, evaluation and reporting guidelines and requirements.
  • Identify MEL technical assistance (TA) needs of partners, facilities and provide/organize TA through training, mentorship, and/or on-site supervision.
  • Participate in program monitoring visits/forums with other project staff as necessary.
  • Ensure the utilization of monitoring data and learning in program implementation and advise the Senior Management Team of needed activity adaptations.
  • Advise and promote best practices in data management and ME&L among project staff and partners.
  • Ensure high quality written deliverables for USAID and external audiences.
  • Provide support to the Communications Team.
  • Serve as a member of the Ma3an Senior Management Team and assist the Chief of Party with strategic and operational planning, including work planning, and ensuring project compliance with all contractual reporting requirements of USAID.
  • Work closely with Home Office Research and Evaluation team staff, including Technical Advisor and Data Manager.

  • Perform any other reasonable duties as assigned by the COP.

Minimum Requirements

Technical & soft skills

  • Master’s degree in social science, statistics, evaluation science or other related field required
  • A minimum of 11 years relevant work experience, including at least 6 years of professional experience managing monitoring and evaluation for complex development activities, especially those including, preventing and countering violent extremism, and/or youth and community engagement objectives
  • Proven capacity to manage teams effectively to ensure clear and compelling project communications, as well as ensure data quality and the delivery of MEL outputs
  • Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders
  • Demonstrated ability to communicate effectively in English as well as Arabic and/or French, both verbally and in writing
  • Demonstrated ability to coordinate monitoring, learning, and evaluation processes across multiple technical, offices, local stakeholders, and geographic regions; and
  • Mastery of the design and implementation of qualitative and quantitative data collection methodologies and systems, and experience with CLA
  • Demonstrated data analysis and report writing skills
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities; Ideally, the candidate will have experience working on USAID or other donor programs and be familiar with USAID’s approach to MEL and CLA; and
  • Written and spoken fluency in English Proficiency
