Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through five regional hub offices located in Ariana, Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

 

Objectives 

The MEL regional officer will implement and manage the TADAEEM Monitoring, Evaluation and Learning operations in their assigned hub office in coordination with TADAEEM technical staff under the supervision of the Hub Office Manager and under the guidance of the MEL Manager in Tunis with specific attention to the following areas:

 

Specific Tasks

  • Responsible for monitoring, tracking and documentation of indicators from TADAEEM municipal initiatives to improve service delivery in multiple languages in coordination with regional technical staff and MEL Tunis staff
  • Responsible for working with municipal counterparts, regional staff and MEL Tunis staff to provide training, technical support, tools, guidance and analysis of project and service delivery indicators
  • Responsible for tracking data collection activities to ensure proper documentation of protocols and methodology for replication
  • Responsible for tracking and reporting on training and events in coordination with assigned hub office technical staff to ensure timely and accurate reporting for weekly and quarterly reports to USAID
  • Assist in interpretation of results, progress and lessons learned
  • Document lessons learned for incorporation into TADAEEM continuous learning on what works for activity implementation, strategies and achievement of intended results
  • Support and coordinate the collection, synthesis and analysis of data from MEL plan, Political Economy Analysis (PEA) and Citizen Perception Surveys including updating indicator tracking sheets and training Hub and Municipality staff and counterparts on an as-needed basis in French and/or Arabic and producing guidance, templates and instructions to support the MEL/PEAs in French and Arabic
  • Responsible for working with TADAEEM technical staff to ensure data collection and reporting systems are standardized and meet data quality standards. 

Critères d'éligibilité

  • Minimum Years of Experience: 2
  • Minimum Degree Required: Bachelor's degree
  • Prior experience conducting surveys, data collection activities, research and analysis for reporting over time
  • Strong knowledge of Tunisia, demonstrated ability to track and inform implementation of processes, activities and/or programs, reporting on development programs in Arabic, French and English, and incorporation of lessons learned for continuous improvement of programs and activities
  • Outgoing personality able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results as well as intended and unintended impacts objectively and in clear terms
  • Attention to detail, ability to meet and exceed deadlines, self-motivated with excellent time management and communication skills (verbal and written) as well as strong knowledge of Microsoft Excel and Word
  • Past experience with donors’ projects is preferred, especially in terms of reporting, monitoring and evaluation
  • Reporting Requirements The Regional MEL Officer will report directly to the Kairouan Manager and/or MEL Manager or Director as needed.
  • Place of performance The Regional MEL Officer shall operate in the Hub of Kairouan office with travel to the Tunis office and Tadaeem municipalities as and when needed.
