Title: Monitoring, Evaluation, and Learning (MEL) Manager Length of Assignment: Long-Term
Reports to: Deputy Chief of Party/Activity Funds Team Lead
1. BACKGROUND
The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural,
heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:
- Objective 1: Enhance Tunisia’s competitiveness as a tourism destination; •
- Objective 2: Increase tourism-related investments and revenue;
- Objective 3: Improve the enabling environment for sustained growth in the tourism sector; •
- Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.
This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:
- Increase in the number of tourists.
- Increase in the number of jobs in the tourism sector.
- Increase in tourism revenue.
- Increase in private sector-led investment and innovation in the tourism sector.
2. POSITION DESCRIPTION
The Monitoring, Evaluation, and Learning (MEL) Manager will be responsible for managing all data-driven monitoring, evaluation, and learning activities for the USAID Visit Tunisia Activity. The MEL Manager will ensure that overall program MEL activities meet quality standards. The MEL Manager will coordinate closely with project leadership and engage appropriate members of the technical, activity funds, IT, and operations teams as needed.
- DETAILED RESPONSIBILITIES
- Responsible for overall management and execution of the USAID Visit Tunisia Activity MEL Plan, M&E systems, appropriate data capture, and data analysis/reporting.
- Monitor progress of achievements according to USAID Visit Tunisia project work plan and MEL plan and track and report on the strategic implications of technical and political developments in the local/international and tourism industry.
- Regularly review indicator achievements to date against set targets, including reporting to project leadership.
- Support development and use of the Visit Tunisia “Activity Management Portal” (AMP), for monitoring, evaluation, data management, reporting, and analysis.
- Analyze data on program indicators or other relevant metrics for reporting and present findings using data visualization tools, such as PowerBI and/or other tools as needed. • Conduct baseline assessments, including to identify impediments to and opportunities for expanding visitor arrivals, travel duration, and spending for target groups. • Train project staff, counterparts, and beneficiaries on proper M&E, data-informed decision-making systems, and USAID reporting requirements as part of capacity building efforts.
- Design digital data collection tools and templates for USAID Visit Tunisia staff and partners that allow for quantitative and qualitative analysis.
- Assist program staff and grantees (as required) with report preparation to ensure reports capture results and impact. Review grantee, subcontractor, and other partner reports for data reporting and MEL-specific outputs.
- Design and manage data analysis and impact assessments on program and activity levels through up-to-date, meaningful, and verifiable quantitative and qualitative information from project staff.
- Create and support dissemination of surveys using SurveyCTO and/or other online or offline survey tools for data collection and analysis.
- Manage and regularly update Chemonics online results management system(s), including DevResults and the AMP.
- Work with project leadership to design and lead internal “deep dive” sessions with project staff and donor representatives, and the external “pause and reflect” sessions with project staff, donor representatives, and project counterparts, as needed.
- Develop a system of capture and disseminate knowledge and lessons learned within the project and among project partners and beneficiaries. Build evidence-based knowledge. Make recommendations to improve implementation of future activities.
- Support the DCOP, COP, and technical teams to engage with USAID and project stakeholders to communicate project information, results, and successes. • Develop and deliver training for office staff in field research and proper data capture.
- Ensure collaboration and coordination across components and teams, specifically with the communications team.
- Supervise MEL team, including the Technical IT Specialist and MEL consultants.
- Engage with the technical team and partners with a view to advance the implementation and mainstreaming of USAID Visit Tunisia indicators across project proposals and appraisals.
- Support the technical team as needed with activities supporting the MoTH to strengthen tourism data collection and management systems.
- Planning for field site visits and evaluation opportunities where relevant.
- Perform other duties as required or assigned.
- QUALIFICATIONS
- Minimum of 8 years of relevant professional experience developing and implementing monitoring evaluation systems and completing M&E reporting, preferably for USAID or other donor-funded development programs.
- Bachelor’s degree in a relevant field required; advance degree preferred. • Experience using statistical software; digital tools for data collection, management, and analysis; and data visualization applications required.
- Self-starter, strong organizational and project management skills.
- Excellent writing and oral communication and presentation skills, including development and delivery of presentations, infographics, and data visualization/dashboards. • Strong analytical, relationship management, and communication skills. • Experience in building the M&E capacity of teams and project partners • Fluent English. Arabic and/or French is desirable.
- REPORTING:
The MEL Manager will report to the Deputy Chief of Party/Activity Funds Team Lead.
6. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
This assignment will be based in Tunis, Tunisia with potential travel to regional locations pending project needs. The office maintains a five-day work week. Overtime is not authorized.
