Chemonics International Inc. seeks a Monitoring, Evaluation, and Learning (MEL) Lead for the anticipated USAID-funded Power Tunisia proposal. The purpose of the activity is to support the Government of Tunisia and other energy sector stakeholders to explore innovative methodologies to reduce losses, pilot advanced technologies to achieve renewable energy and energy efficiency goals and strengthen the foundations of a new regulatory authority. Power Tunisia will focus on three objectives:

  • Strengthening Sector Performance
  • Diversifying and Securing Supply
  • Promoting Advanced Energy Systems

The MEL Lead will oversee the development, implementation, management, and assessment of key MEL indicators to demonstrate the project’s success in each of the three components listed above.

Responsibilities include:

  • Lead the MEL team in designing, implementing and managing the project’s MEL system, including tools and procedures for data collection, storage, analysis and reporting related to project targets
  • Work with the chief of party, technical team, and USAID counterparts to refine project indicators. Participate in work planning using the Activity Monitoring, Evaluation, and Learning Plan (AMELP)
  • Oversee all aspects of the project’s AMELP
  • Update AMELP indicators in consultation with the chief of party and deputy chief of party, and ensure USAID approval
  • Lead the design, formatting, and sharing of MEL databases and spreadsheets
  • Supervise other MEL staff to organize data collection in accordance with the AMELP, maintain the MEL systems and periodically evaluate and adjust MEL systems to improve their effectiveness
  • Ensure accurate data, compile and analyze relevant data on project indicators for reporting requirements, and prepare MEL data for clients
  • Conduct field visits and spot checks to verify data and investigate any data anomalies
  • Coordinate with USAID/Tunisia’s MEL staff and lead the team’s response to requests for collaboration, data collection, and reporting requirements
  • Contribute to progress reports as needed in coordination with the communications team and other technical teams
  • Work with the communications team to interpret performance results, research findings, and adjust them for different audiences
  • Coordinate with technical teams, regional offices, and relevant stakeholders to ensure that project initiatives align with performance targets
  • Ensure that the MEL team regularly communicates progress to project staff
  • Support overall project goals to ensure excellent performance

Critères d'éligibilité

  • Bachelor’s degree in social science, evaluation research, statistics, economics, or another MEL-related field; Advance degree preferred
  • Minimum 5 years of experience in performance management, indicator selection and definition, and data collection/analysis, with demonstrated ability to lead and manage a team
  • Proven experience in designing surveys, sampling, and observation approaches, and implementing accurate data recording and reporting practices
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills
  • English fluency required
