1. Background
Education For Employment (EFE) is a leading youth employment network operating across the Middle East and North Africa. EFE-Tunisie equips young women and men with the skills, opportunities, and support needed to access decent employment and entrepreneurship opportunities.
To strengthen monitoring, evaluation, accountability, learning, and donor reporting across its portfolio, EFE-Tunisie seeks to recruit a qualified Monitoring, Evaluation and Learning (MEL) Expert Consultant for a six-month technical assistance assignment.
2. Assignment Details
Position: MEL Expert Consultant
Duration: July 1, 2026 – December 30, 2026
Reporting Line: CEO, EFE-Tunisie
Support: The consultant will be supported by a MEL Assistant and will collaborate closely with project coordinators, training teams, finance staff, and EFE Global team.
3. Projects Covered
The consultant will provide MEL support to 5 active projects covering youth Job training and placement, entrepreneurship and Startup incubation and acceleration.
4. Assignment Objective
The objective of this assignment is to support EFE-Tunisie’s MEL activities and ensure timely, accurate, evidence-based, and donor-compliant reporting across all projects.
The consultant will support project teams in tracking results, measuring outcomes and impact, ensuring data quality, documenting lessons learned, and strengthening accountability to donors, beneficiaries, and partners.
5. Scope of Work
A. Monitoring, Evaluation and Reporting
The consultant will:
- Review and update MEL logframes, indicators, targets, and reporting plans for all projects.
- Develop and maintain, when needed, monitoring tools, indicator tracking systems, and reporting templates
- Ensure compliance with donor requirements and EFE Global MEL standards.
- Verify beneficiary eligibility against donor-defined selection criteria.
- Supervise data collection, validation, and quality assurance processes.
- Manage and oversee EFE Salesforce system and project databases with support from the MEL Assistant.
- Produce monthly dashboards (extracted from Salesforce system), performance scorecards, and monitoring reports.
- Prepare quarterly performance reports and donor reporting inputs
- Generate beneficiary, graduate, entrepreneur, startup, and employer tracking reports.
- Prepare quarterly presentations and performance updates for EFE-Tunisie management, Board meetings, and project steering committees.
- Identify risks, data gaps, and performance issues and recommend corrective actions.
B. Project-Specific Monitoring Responsibilities
Across all five projects, the consultant will:
- Verify beneficiary eligibility according to donor requirements.
- Monitor participant recruitment, attendance, completion, and retention.
- Track employment, self-employment, entrepreneurship, incubation, and business growth outcomes.
- Monitor employer engagement and satisfaction.
- Track startup incubation and acceleration performance indicators where applicable.
- Conduct beneficiary and stakeholder satisfaction assessments.
- Produce project-specific dashboards and quarterly performance reports.

Deliverable 1 – Inception Package

7. Required Qualifications
The consultant should possess:
- Minimum 6 years of professional experience.
- At least 5 years of experience in Monitoring, Evaluation and Learning within donor-funded development programs.
- Strong expertise in Results-Based Management (RBM), logical frameworks, and performance measurement.
- Demonstrated experience in youth employment, entrepreneurship, skills development, and private sector engagement projects.
- Experience managing MEL systems and databases; Salesforce experience is highly desirable.
- Strong quantitative and qualitative analysis skills.
- Excellent report-writing and communication skills.
- Fluency in English, French, and Arabic.
