Position Overview

The Monitoring, Evaluation and Learning (MEL) Assistant will be responsible for assisting the MEL Manager in development and implementation of MEL activities for the DoS projects. Specifically, the MEL Assistant will be responsible for the day-to-day monitoring and tracking of activities, outputs, and outcomes. Under the direction of the MEL Manager, the MEL officer will support the implementation of the programs’ MEL Plans, reporting and learning activities. This will include progressively implementing and updating the draft Monitoring, Evaluation and Learning Framework (MELF) across DoS projects, systematizing results frameworks for greater consistency, scaling up and refining monitoring systems to allow efficient tracking of program results to inform reflection processes and compliance with reporting requirements. He/ She will Support the management of the data collection across the portfolio, conducting and/or supporting staff training on data collection, and ensures accurate and timely submission of data internally and to the funders.

Position Responsibilities

Implementing the MEL System

  • Contributes to the regular monitoring of all relevant output and outcome indicators.
  • Contributes to data collection and evaluations as required by ACEA, CURES and SURF MEL plans.
  • Support the development of data collection tools and methodology.
  • Updates the programs’ RMPs and matrices with MEL-related information in coordination with program staff and relevant partners.
  • Support quality assurance of data and information collected by the program.
  • Collate and analyze information to support effective program performance monitoring and reporting.
  • Contribute to strengthening and developing procedures to improve the programs’ internal learning, and sharing with partners, other stakeholders, and across the organization.

Reporting

  • Produces and/or assures all required MEL reports are in line with the AMELP (including Participant Sign In Sheets, Activity Reports, etc..)
  • Assists the MEL manager in preparing periodic project reports by providing MEL-related information.
  • Ensures that MEL data is stored on the DoS MEL folders according to standards outlined in MEL plan.

Coordination

  • Attends regular meetings with the MEL manager to share progress, challenges, and relevant experiences.
  • Participate in project evaluations and planning workshops.
  • Coordinates with program staff, developing positive working relationships, and coordinating data collection activities.
  • Assist in ensuring that monitoring and evaluation systems and tools, data collection, entry, cleaning, and storage are appropriately implemented by FHI 360 staff and partners.

Desired Skills, Knowledge, and Abilities

  • Experience creating and following workplans and timelines for large, complex research and evaluation projects.
  • Action-oriented with a desire to proactively seek solutions and to work effectively both independently and with a team.
  • Demonstrated planning and coordination skills including the ability to effectively manage deadlines and timing.
  • Exceptional written and oral communication skills.
  • Detail-oriented, with effective organizational and administrative skills.

Critères d'éligibilité

  • Bachelor\'s Degree or its equivalent in Economics, Education, Environment Health, Human Development, Information Science, International Development, Social Sciences or a related field.
  • 1 to 2 years’ experience working on data collection and technical assistance.
  • General understanding of monitoring and evaluation systems, project results and indicators
  • Communication: Good interpersonal skills, demonstrated analytical skills.
  • Excellent command of English, written and spoken is mandatory.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to problem solve and implements corrective action as needed.
  • Prior work experience in a non-governmental organization (NGO), preferably with USG funds.
