About the Programme
SPARK is implementing a programme that aims to strengthen women’s entrepreneurship in Morocco and Tunisia by selecting, supporting and enabling In-Country implementing partners (IPs) through tailored financial and non-financial support.
IPs will drive impact, addressing barriers through co-designed interventions that will support women entrepreneurs and their enabling environment.
SPARK will build the capacity of these IPs to enhance gender-responsive and transformative business development services, including tailored skill-building for climate-vulnerable and informal women entrepreneurs in business management, financial literacy, and digital tools, alongside MHPSS and soft skills training. At the societal level, IPs will design and implement community sensitisation and norm-change dialogues; promote positive narrative campaigns on women’s economic participation; and establish structured networks to foster business linkages, resilience, and safety.
SPARK is seeking an experienced Monitoring, Evaluation and Learning (MEL) Advisor to lead the design and establishment of the programme’s Monitoring, Evaluation and Learning (MEL) system during the inception phase.
The assignment will be delivered in two complementary phases:
Step 1: Design and establish the programme-wide MEL system by developing the overall MEL Framework, results measurement architecture, monitoring methodologies, baseline approach, learning agenda, data quality assurance procedures, and the tools and guidance required to support programme implementation, adaptive management and donor reporting.
Step 2: Building on the programme-wide framework, facilitate the co-design and refinement of partner-level MEL systems together with the in-country partners. Through a participatory and capacity-strengthening approach, the Advisor will ensure that partner systems are context-specific, aligned with the programme’s overall MEL framework, and enable partners to generate, analyse and use evidence for continuous learning, adaptive management and accountability.
Working closely with SPARK’s programme team, in-country partners and other technical advisors, the Advisor will strengthen local ownership of the MEL system while ensuring consistency, quality and alignment with programme objectives and donor requirements.
