Project Background:

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management.  FAST focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, FAST works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

 

Purpose: 

The Monitoring, Evaluation, and Learning (MEL) Manager will develop and oversee the FAST MEL system, with the objective of measuring the progress and accomplishments of the FAST project against established indicators and meet client requirements for reporting on indicators and other performance data.

 

Responsibilities and Key Tasks:

  • Lead the overall FAST agenda for monitoring, evaluation, learning, research and analysis, including reviewing and updating draft Activity Monitoring, Evaluation, and Learning Plan (AMELP).
  • Play key role in monthly portfolio review meetings, guiding the team and key stakeholders to hold an evidence-informed learning meeting to review key findings over the month and make decisions. 
  • Lead the development of deliverable reporting, including weekly, monthly,  quarterly, and annual reporting, as well as annual MEL plans and reports.
  • Manage an integrated MEL team including a long-term Reporting Officer and MEL Assistant.
  • Coordinate technical staff to define, measure, and report on performance indicators 
  • Lead development of appropriate tools to measure the indicators 
  • Facilitate regular feedback among the COP, technical leads, partners, and GoT counterparts to manage the project activities and define changes needed to improve performance. 
  • Supervise M&E data management, including digital tools and associated procedures.  
  • Direct project learning and research.
  • Additional responsibilities as required.

Critères d'éligibilité

  • At least 7 years of professional experience. Significant experience in monitoring, evaluation, and learning preferred.
  • Bachelor’s degree (or equivalent) in related field of study.
  • Experience with baseline survey design, and analysis preferred.
  • Proficiency in database management and data analysis preferred.
  • Excellent organizational skills and attention to detail, ability to prioritize and manage multiple tasks.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
  • Oral and written fluency in English. French and Arabic experience preferred.
