Background
The Libya Enhanced Partnerships for Institutional Capacity (EPIC) activity is a newly awarded USAID program implemented by Chemonics International. The program aims to support select national government entities in Libya to improve service delivery performance through increased use of international technical best practices, reducing opportunities for corruption and rent-seeking, and integration of technology and process standardization. The activity goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance.
Purpose
The project’s Monitoring, Evaluation, and Learning Director will be responsible for overall program-level monitoring, evaluation, and learning. In coordination with the Chief of Party and in consultation with USAID, they will also respond to the project’s research priorities, including identifying knowledge gaps and developing research objectives to answer specific programmatic and operational questions aimed at informing programming. They will oversee the project’s monitoring, evaluation, and learning (MEL) team, collecting and reporting data on EPIC outputs and outcomes.
Reporting
The Monitoring, Evaluation, and Learning Director reports to the Chief of Party.
Responsibilities include:
- In collaboration with USAID and project leadership, contribute to the design, implementation, and ongoing adaptation of a monitoring, evaluation, and learning plan and system that adheres to USAID guidance and meets the needs of the program for learning, analysis, and reporting
- Oversee and advise colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality. Lead sophisticated thinking and usage of techniques which allow for flexibility and adaptive management for MEL in the Libyan context.
- Lead and manage program-level evaluation efforts, including the development of studies that examine higher-level outcomes and the utilization, when required, of external MEL resources
- Provide input and advice on procurement of MEL third-party services if needed
- Help identify, analyze, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle [through a Collaborating and Learning and Adapting (CLA) process]
- Train other staff, and local partners where required, on key MEL concepts, tools, and processes
- Design and oversee research and data collection priorities, including identifying knowledge gaps and developing research objectives to answer specific programmatic and operational questions aimed at informing programming
Duration
This is a long-term assignment. The expected duration is at least one year.
Location
The location of this position is Tunis, Tunisia.
Qualifications and Requirements
- A minimum of six years of progressively responsible relevant work experience.
- A minimum of two (2) years of experience in monitoring and evaluation, social science research, journalism, or a similar field.
- Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups and addressing gender equality and social inclusion.
- Demonstrated experience with USAID’s DIS Development Information Solution (DIS), standard USAID Economic Growth indicators, and quarterly reporting on all indicators status, value, and Year-To-Date (YTD) and Life-of-Project (LOP) percentages
- Ability to work independently with minimal supervision to prioritize multiple work assignments in a fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment.
- Proficiency with software such as Microsoft Word, Excel, and PowerPoint; familiarity with statistical software is highly desired, but not required.
- Strong analytical skills and writing abilities.
- Experience working with donor-funded projects.
- Ability to travel to Libya as required.
- Fluency in written and oral English is required.
- Fluency or working proficiency in Arabic required.
