POSITION SUMMARY

IREX seeks qualified Monitoring, Evaluation, and Learning (MEL) Director candidates for the anticipated five-year USAID Civil Society Activity in Tunisia. The program’s goal is to empower Tunisian citizens to act and advocate for specific issues and to build the legitimacy and sustainability of the civil society sector. The Program is expected to work towards the following objectives: 1) Increase the engagement and agency of citizens to act and advocate for specific issues of public interest; 2) Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities; and 3) Promote effective partnerships (intra-, inter-, and multi-sectoral) at local, regional, and national levels (e.g., government, civil society, citizens, citizens, private sector) to advance shared development objectives. The MEL Director will be based in Tunis and will oversee the design and execution of the programs’ MEL plan; Collaborating, Learning, and Adapting (CLA) approach; and learning agenda. They will also be responsible for gathering, analyzing, and assuring the quality of data collected as well as drafting the Activity’s scheduled programmatic progress reports.

Only citizens or residents of Tunisia will be considered. This position is contingent on funding. 

DUTIES AND RESPONSIBILITIES

  • Oversee the program’s CLA process in collaboration with the Chief of Party; ensure that the program’s CLA approach is applied with consistency and rigor; work with leadership team to apply program learnings in pursuit of adaptive management
  • Develop and implement a monitoring, evaluation, and learning plan across all program components including identification of process, output, and outcome indicators
  • Develop monitoring activities that capture necessary data to report on program results
  • Work with partners to ensure application of robust procedures and practices for all aspects of MEL cycle, including survey instrument design; selecting and/or designing monitoring and evaluation methodologies; data collection, quality assurance and integration into program management; performance monitoring; evaluation design; oversee partner capacity building as needed
  • Ensure monitoring activities are conducted on schedule and participate in internal and accompany external evaluations
  • Communicate information obtained through M&E activities to IREX staff and various external stakeholders, notably donors and partners 
  • Serve as a primary MEL resource to the field office and field personnel; liaise regularly with IREX’s MEL team in DC  
  • Ensure data collection process is functioning in all activity locations to provide quality data within deadlines 
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed to inform adaptive management decision-making
  • Conduct regular visits to program sites to provide technical assistance and ensure proper monitoring of program activities
  • Design and lead summative evaluation, skill assessments, training evaluations, social network analyses, using (as needed, a mixture) of qualitative and quantitative methods
  • Design surveys, data collection tools and instruments, deploy them, and manage beneficiary evaluative data
  • Analyze data to determine trends and visualize results to promote utilization of key findings
  • Facilitate development of evidence-based Activity-level and component-level theories of change and results frameworks
  • Produce M&E reports for the Chief of Party and donors, as needed
  • Develop annual performance plans and annual MEL plans
  • Serve as member of the program senior management team
  • Supervise assigned MEL staff
  • Other duties, as assigned

SKILLS AND EXPERIENCE

  • Tunisian citizenship or residency with work authorization is required
  • A master’s degree in statistics, demographics, economics, sociology, public policy, education, or related field and a minimum of six (6) years of professional experience in Tunisia implementing M&E activities, preferably of USAID or other international donor-funded programs; bachelor’s degree with eight (8) years of relevant experience also considered
  • Experience supporting programs focused on civic engagement, strengthening the institutional capacity of civil society organizations, or promoting effective partnerships at local, regional, and national levels preferred
  • Proven success in designing, implementing, and operating program M&E systems from program initiation to closeout stages in Tunisia required
  • Working experience with different types of evaluations (formative, developmental, summative, impact, etc.)
  • Knowledge of the major qualitative, quantitative and mixed methods evaluation methodologies and data collection and analysis methodologies
  • Experience in strategic planning and performance measurement, including indicator design and selection, milestone and target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Familiarity with innovative MEL methods to ensure data collection in areas with minimal connectivity and with participants with minimal literacy skills
  • Experience in designing, managing, and implementing multi-disciplinary and results-based surveys, and developing and refining data collection tools
  • Experience with data quality assessments and oversight
  • Experience managing and providing ongoing training to M&E field officers
  • A demonstrated commitment to creating a learning environment in programs
  • Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
  • Must have proven track record in the advanced use of modern communications tools, internet, email, social media, and teleconferences
  • Ability to write professional quality reporting in French and English is required
  • Fluency in written and spoken English, French and Arabic
