Project Background: 

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the  Government of Tunisia (GoT) to improve public financial management. FAST focuses specifically on enhancing and upgrading the government’s public financial  management information system (PFMIS) to increase the efficiency, transparency,  and predictability of public finances. The project strengthens the government’s  capacity to carry out fiscal, budgetary, and revenue collection mandates and advances  electronic services to optimize regulations, procedures, and authorizations that reduce  the cost and time burden on businesses, facilitate investment and trade, and promote  innovation. Finally, FAST works to strengthen communication between policy  makers and the public to build a common understanding of the constraints to—and  opportunities for—economic expansion. 

Purpose: 

The Monitoring, Evaluation, and Learning (MEL) assistant will support the MEL  Specialist in overseeing the MEL system, with the objective of measuring the progress  and accomplishments of the FAST project against established indicators and meet  client requirements for reporting on indicators and other performance data. 

Responsibilities and Key Tasks: 

  • Assist the MEL Specialist in the monitoring and tracking of program activities and results
  • Assist with trainings organized for the project staff, partners and beneficiaries in monitoring, performance reporting and learning
  • Work on data entry and cleaning in the M&E databases
  • Participate in regular field data collection and spot-check visits together with the MEL team.
  • Coordinate with project components to gather and collect accurate data for reporting purposes.
  • Ensure data quality in coordination with the MEL team by conducting regular internal DQAs.
  • Ensure filling, updating and operating the MEL Excel sheets and trackers.
  • Draft and deliver regular monitoring updates, project notes and meeting minutes when needed.
  • Support drafting project deliverables, including weekly, monthly, quarterly, and annual reports in compliance with USAID requirements.
  • Take other duties as requested by the MEL Specialist and project management Preferred Qualifications:  
  • At least 1 to 3 years of professional experience. Experience in monitoring &  evaluation, project management, or a related field preferred. 
  • Bachelor’s degree (or equivalent) in related field of study. 
  • Experience with baseline survey design, and analysis preferred. 
  •  Proficiency in database management and data analysis preferred.
  •  Excellent organizational skills and attention to detail, ability to prioritize and  manage multiple tasks.  
  • Experience with USAID projects preferred. Experience with international  donor-funded projects also an advantage.  
  • Experience and familiarity with DAI systems and procedures preferred.
  • Oral and written fluency in English. French and Arabic experience preferred.
