Job Description

Team Purpose

Oxfam in North Africa Programs and Partnerships portfolio have three thematic focuses: Gender Justice, Governance and Civic Space and Just Economies. Under the leadership of the “Head of Programs and Partnerships”, the Program team is responsible for the quality conception & design, the timely implementation and the efficient and effective outcome and impact of the Oxfam projects. The team is also charged with ensuring sound and equal partnerships with all parties involved in our work, under the different types of relations and partnerships within the relevant work portfolio. 

Job Purpose 

We are looking for a passionate and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer. The MEAL officer plays a strategic role in ensuring program quality, learning and accountability across a complex project. He/she will be responsible for designing and implementing adaptative, partner-led MEAL system aligned with RBM principles, enabling data-driven decision making and continuous learning in a shifting context. The role contributes directly to strategic planning, donor reporting, and long-term influence

The MEAL Officer reports to the Program Manager, coordinate and collaborate with all members of the project team, to ensure proper alignment regarding guidance, approaches, and responsibilities. The MEAL Officer also engages and collaborates with other MEAL staff members in the office, as well as with the designated thematic lead/s. 

 

Areas of expertise

Monitoring, Evaluation, Accountability and Learning – MEAL, Governance and Civic Space Themes, Support and Capacity Building in a complex context, Results Based Management (RBM), Remote management with partners and with results and impact, Sustainability post project.

 

Key Responsibilities and Accountabilities 

MEAL systems design and implementation

  • Lead the co-creation of robust MEAL frameworks in collaboration with partners and allies.
  • Ensure timely and adaptive implementation of MEAL plans in response to emerging learning and context shifts.
  • Integrate a mix of qualitative and quantitative methodologies grounded in scientific and participatory approaches.
  • Build and strengthen partners’ and staff capacities in MEAL through tailored support, mentoring, and resource development.
  • Set up and manage remote MEAL mechanisms to track partner performance and project progress.
  • Support the production and dissemination of high-quality analytical reports and learning outputs.

Data collection, monitoring and evaluation 

  • Oversee remote data collection systems ensuring data quality, ethics, and relevance.
  • Provide technical support to partners on data analysis and results integration into planning cycles.
  • Organize and/or conduct baseline, mid-term, and final evaluations aligned with the project outcomes.
  • Ensure regular tracking of indicators and provide actionable insights to the project team.

Learning and accountability 

  • Facilitate structured learning processes and annual reflection workshops to consolidate results and lessons learned.
  • Develop and promote inclusive learning tools such as most significant change stories, feedback committees, and participatory research.
  • Coordinate capitalization processes and contribute to cross-learning within and beyond the project.
  • Produce concise quarterly and semesterly reports to inform internal strategy and donor obligations.

 

Strategic engagement and contribution 

  • Represent MEAL in project steering committees, providing evidence-based recommendations.
  • Ensure the project contributes meaningfully to the program quality framework of Oxfam in North Africa.
  • Engage in national strategic meetings and workshops to embed MEAL insights into broader program and advocacy work.
  • Support development of new proposals and contribute to annual planning, budgeting, and reporting efforts.

Technical skills, experience and knowledge required for the position:

Essential 

  • Master’s degree or equivalent experience in development, social sciences, or related fields.
  • At least 7 years of experience in MEAL, research, and program development, with a strong focus on learning and adaptive management in complex development contexts.
  • Proven ability to design and apply qualitative and quantitative research methodologies, strong skills in data analysis, knowledge management, and monitoring systems.
  • Excellent communication, facilitation, and professional writing skills in both English and Arabic.
  • Experience in policy and advocacy, donor reporting, resource development, and managing external consultants or research institutions.
  • Familiarity with building monitoring tools, and a strong grasp of results-based management principles.
  • Strong teamwork and interpersonal skills, with sensitivity to multicultural environments.
  • Demonstrated commitment to gender equity, inclusion, and Oxfam’s values and ways of working.

Desirable 

  • In-depth understanding of governance, civic space, and rights-based approaches in the MENA region context.
  • Ability to work independently, manage competing priorities, and deliver high-quality output under tight deadlines.
  • Experience integrating gender and inclusion into MEAL and program cycles.
  • Familiarity with EU-funded projects and donor compliance requirements.
  • Capacity to lead database improvements to support evidence-based learning and decision-making.
