Overall purpose of the role

Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world. Danish Demining Group (DDG) is a specialized unit within DRC that focuses on community safety programming. DDG strives to identify safety and security needs from the perspective of those living in conflict areas and to help them find non-violent solutions. These go beyond traditional mine action activities to include violence reduction, programming that specifically seeks to engage communities in addressing root causes of conflict and local safety and security challenges.

DRC/DDG has been working in the region in Libya and Tunisia since 2011. DDG has been present in Tunisia since 2014 working on enhancing community security and resilience in the border towns of Dehiba and Ben Guerdane. In 2016, DDG built on this engagement to develop a cross-border programme between southern Tunisia and border towns in western Libya (Zuwara, Wazin and Nalut).  The aim is to continue working on community safety and resilience by implementing community dialogue, conflict prevention and management activities as well with the aim of building relations and cross-border initiatives.

The MEAL Officer, in coordination and cooperation with project staff, and supervised by the Project Manager, is expected to:

  • Support overall project monitoring through collection and documentation of programming
  • Support development and management of communications materials and social media
  • Support organizational learning by actively participating in and initiating learning opportunities

Responsibilities:

Monitoring and evaluation

  • Contribute to project and activity planning to ensure that implementation integrates effective monitoring practices and tools
  • Liaise with project staff to regularly organize and conduct monitoring visits to target communities to monitor implementation quality and progress
  • Conduct data collection and analysis in accordance with the project M&E plan, including use of various monitoring tools, such as surveys, focus group discussions, interviews, and pre- and post-training questionnaires
  • Maintain a series of databases to document all monitoring information for use in project reporting
  • Act as focal point for all MEAL related issues between DDG and partners and support partners in building their MEAL capacity
  • Support the overall project reporting system, providing assistance to team members and developing internal reporting skills
  • Support in the identification of concrete solutions and strategies to face project challenges and support in the definition of mitigation plans if needed

Accountability

  • With support from regional MEAL lead in the implementation of project feedback and complaint mechanisms;
  • Ensure that project staff are supporting all efforts towards accountability, specifically to beneficiaries and in line with
  • international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of DDG projects

Organizational Learning

  • Coordinate with project staff on implementation of key activities, such as trainings and workshops to ensure integration of past lessons learned
  • Contribute to data analysis and development of new lessons learned and best practices
  • Promote a culture of learning within the teams and actively share lessons learned

Critères d'éligibilité

  • At least 3 years of experience working with non-governmental organizations
  • At least 3 years of experience with monitoring, field data collection, and report writing
  • Experience developing and using monitoring tools for data collection
  • Extensive demonstrated experience working with communities
  • A university degree in social science, political science, or related field
  • Excellent writing and communication skills in English, Arabic, and French
