Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe, Latin America and France. Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, public infrastructures’ rehabilitation and WASH activities. From September 2024, PUI is implementing an emergency health and WASH response to assist Sudanese refugees and host populations in the Al-Kufra region. |
Job Description |
Overall objective |
Under the direct management and supervision of the Deputy Head of Mission for Programmes (DHOMP), the MEAL Activity Manager is responsible for the MEAL related activities implemented in Al Kufra (AKF) Base. In coordination with programme team members, the MEAL Activity Manager is responsible for designing and supervising implementation of MEAL related activities in compliance with Mission’s MEAL strategy, including the technical supervision of the MEAL activities and MEAL staff, ensuring MEAL practices are well integrated at base level, and ensuring MEAL tools and processes are harmonized across PUI Libya mission. |

Specific objectives and linked activities |
1. ELABORATION AND IMPLEMENTATION OF THE MISSION’S MEAL PLANS
• Responsible for the development and operationalisation of the mission’s MEAL plans at field level, in coordination with the programme team and with the support of the DHOMP • Contribute to the development of new project proposal Monitoring and Evaluation: • Contribute to the elaboration, review and harmonization of M&E tools, data management, PMTs and MEAL Plans • Create / revise the tools needed to implement project’s monitoring (database, survey form …) and ensure that the monitoring tools developed work and are correctly used by the teams • Define / improve / monitor and ensure the quality of information and data collected in the field • Update and share the PMTs monthly, ensuring the data provided by the programme team is consistent with the SoVs • Ensure the SOVs of the projects’ activities are uploaded to the online internal files sharing system on a monthly basis • Support Programme’s teams in designing data collection studies (Baseline, End-line) to collect information on performance indicators and project results Accountability: • Ensuring the implementation of PUI’s Accountability to Affected Population (AAP) framework • Support the field team in implementing the feedback and response mechanisms • Check that the key principles of the feedback mechanism are respected • Produce regular analysis of the complaints and feedbacks received • In coordination with the DHOM-P, ensure that the AAP approach is respected by the programme team throughout the different steps of the Project life-cycle • Work in collaboration with the program teams on the design and improvement of accountability mechanisms Learning: • Ensure that learning activities are included in the project activities • Contribute to the preparation of kick off and learning meetings per project and ensure capitalization of its content |
2. TRAINING AND TECHNICAL SUPPORT TO MEAL AND PROGRAM TEAM
• Develop program teams’ capacities in the department’s field of expertise: data collection and analysis (method, format, software etc.), measure of indicators, feedback mechanism, etc • Provide program teams with a technical and methodological support for M&E activities, data management (questionnaire design, sampling, extraction of useful data and interpretation) • Support program teams in creating or adapting tools for: Project Monitoring Tool, indicators monitoring, MEAL plans and surveys • Support the programme team in ensuring the archiving of the projects file is up to date on a monthly basis and files are organised per project/objectives/activities/indicators • Supervise the digital archiving process for the backlog of programme files • Make sure that new staffs are briefed on MEAL’s roles, responsibilities and requirements • Participate in the evaluation and in the assessment of the performance of collaborators |
3. DATA ANALYSIS AND ELABORATION OF REPORTS
• Perform data analysis in coordination with the program team and technical coordinator • Contribute to external reporting requirements, including but not limited to Activity Info, activity reports for the Sectors, donors reports • Contribute to internal reporting requirements that may arise • Contribute to the elaboration of the mission SitReps |
In general, the Employee has to remain flexible and to perform other duties as required for the good running of the mission.
