The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that has worked for over 30 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and rights of citizens. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others.
The candidate will be supporting the Libya and Tunisia programs that ABA ROLI implements in both countries. The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.
The monitoring and evaluation officer is responsible for developing and managing the program(s) monitoring and evaluation (M&E) plans to ensure adherence to donor and ABA ROLI M&E standards. The individual develops and oversees data collection, analysis, and reporting of program indicators and targets to all stakeholders. The M&E officer works closely with all team members to ensure program M&E needs and team members are trained to use DevResults. This position will support programs in both countries where ABA ROLI operates, Libya and Tunisia.
∙ Draft, review, and monitor program(s) theory of change and logical/results frameworks and the monitoring and evaluation plan (M&E) used to ensure that targets and outputs are being measured accurately and in alignment with M&E plan and donor requirements;
∙ Updates and supervises data upload and reporting to DevResults;
∙ Proposes specific quantifiable performance indicators and targets for activities, drafts indicator definitions in collaboration with the donors and ABA ROLI’s program teams; establishes data collection methods, M&E systems and processes to measure progress;
∙ Design quantitative surveys, supervise data collection, and analyze outputs; design focus group and key informant interviews (qualitative methods) to support program research and/or impact analysis; ∙ Collect and supervise data collection in collaboration with M&E assistant and program team members;
∙ Analyze and report on performance indicators through written and visual representation of program outputs and targets to internal and external audiences (team members, CD, counterparts, donor, ABA ROLI DC team, etc.);
∙ Analyze, collate and consolidate outcome and outputs assessments into quarterly and annual technical reports and work plans, and provide recommendations for revised approaches where necessary;
∙ Draft and manage data quality assurance (DQA) processes and reports to all relevant stakeholders; ∙ In collaboration with program team members, develop success stories, briefers, training and other program materials to be used to promote the program and its approaches to trainings; ∙ Coordinates with all program team members on indicators and targets;
∙ Supports staff members on M&E methodology and systems troubleshooting; ∙ Responsible for maintenance of all hard and e-copies of program files;
∙ Draft and provide input for M&E plan, indicators, and targets for new programs/proposals; ∙ Any other duties as assigned.
∙ Bachelor’s degree in social sciences, international development, evaluation research, statistics, or related field; Master’s degree preferred;
∙ At least five (5) years of experience designing, managing, and implementing results-based M&E activities, of which at least three (3) years with an international development organization; ∙ Knowledge and understanding of the rule of law and human rights M&E space is preferred; ∙ Experience with strategic planning and/or performance management, including experience implementing international development programs in rule of law and good governance; ∙ Experience analyzing quantitative and qualitative data;
∙ Knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation and program evaluation at an international development organization preferred; ∙ Knowledge of USG and/or other donor contracts, cooperative agreements, and grant regulations preferred;
∙ Proven ability to deliver a quality written product and visual presentations; experience and competency with data analysis and producing quality descriptive data visualizations; ∙ Fluency with M&E systems; advanced skills in Excel and Word;
∙ Ability to travel to different sites to conduct surveys and data collection;
∙ Fluent Arabic, French, and English language required.
