Organization background:

Center for Human Rights Defenders Association (CHRDA) Is an independent non-governmental organization registered and founded in France in 2016. CHRDA aims to promote the rights of Human Rights Defenders and vulnerable populations, analyze the difficulties facing the application of International Human Rights Law and disseminating Human Rights Culture in the MENA Region, and engage in a dialogue between cultures. A crucial part of CHRDA’s mandate is to help shape the understanding of the most pressing human rights defenders’ concerns within the region and then coordinate and mobilize the key players and NGOs from across the Arab world to work together. CHRDA is a member of the Platform (Coalition of 13 Libyan organizations).

Furthermore, CHRDA is a Libyan HRD’s network, supporting, empowering, and protecting Libyan HRDs inside and outside Libya. CHRDA emerged from the need to find a space for Jurists outside their country, especially with the outbreak of armed conflict in several cities in Libya and targeting defenders and activists; attacks and abuses sometimes reached the limit of assassinations.

Job context :

The Monitoring and Evaluation Coordinator(MEC) will work within the Program Development Unit and report directly to the Program Development Senior Officer on the monitoring and evaluation process that advances CHRDA’s program development strategy. The MEC will play a key role in identifying the impacts of CHRDS’ projects and focus on strengthening CHRDA’s learning culture. The MEC will and will be responsible for collecting, compiling, checking, sorting, analysing qualitative and quantitative data about ongoing project activities, organizing data into reports, and developing new projects.

Under the direct supervision of Programs Manger reporting

Provides reports to Senior Officer for Reporting and Program Development

 

Functions:

Project MEAL and Reporting (60%)

  • Develop monitoring tools, methods, reporting formats, and processes for data collection,
  • Attend weekly team meetings and proactively contribute to assessing the impact of CHRDA programs,
  • Coordinate with staff and partners on a regular basis to collect information on implemented actions and achievements,
  • Work closely with the CHRDA team to ensure projects success by documenting relevant success stories;
  • Draft qualitative projects reports and communication material that accurately and effectively portrays the range of CHRDA’s objectives, activities, and impacts,
  • Report lessons learned from projects
  • Write reports and analyze findings as required for project planning and performance management, 

 

Project Development (40%)

  • Ensure tailored and regular communication on activities and results based on donors’ priorities and areas of support
  • Assist the Programs Development Senior Officer in preparing the M&E frameworks for the new projects,
  • Update CHRDA donors’ database, track donor priorities, and monitor donors’ websites to identify calls for proposals and funding opportunities
  • Develop presentations and supporting materials for donor meetings and fundraising events
  • Other related duties as assigned by the Senior Officer for Programs Development. 

SKILLS AND EXPERIENCE:

A successful applicant will ideally be able to demonstrate:

  • A university degree in a relevant field of study related to human rights or management,
  • A minimum of two years of experience in Monitoring and Evaluation including logical frameworks, reporting, and proposal writing will be considered an asset;
  • Strong commitment to, and passion for, the principles and practice of human rights;
  • Demonstrated interest and understanding of socio-political developments in MENA with a particular interest in Libya;
  • Ability to process complex processes and themes relevant to international human rights
  • Ability to communicate both on_ and offline in a professional, confidential, and secure manner
  • Excellent verbal and written communication skills in English; additional languages such as Arabic or French will be considered strong assets;
  • Excellent organizational skills and attention to detail;
  • Exceptional communication and interpersonal skills, high level of emotional intelligence as well as a demonstrated ability to motivate and inspire teams,
  • Ability to prioritize and deliver to respect tight deadlines.

CONTRACT AND SALARY:

The 1-year contract is subjected to a 3-month probation period. Renewal is subject to funding.
