Program / Department Summary
Mercy Corps launched operations in Tunisia in July 2011. Mercy Corps aims to build the capacity of emerging and existing non-politicized civil society actors, while developing livelihood opportunities for youth (including through employability, entrepreneurship skills and access to financial services) and increasing civic engagement around communities’ needs (including conflict mitigation and emergency response). Mercy Corps Tunisia focuses on empowering vulnerable individuals and groups in marginalized areas to develop productive initiatives that build secure and just communities. Our programs focus on:
Integrating youth into the workforce, by developing opportunities for employment and skills development
Supporting financial inclusion of vulnerable populations underserved by financial services (e.g. Youth, women, rural populations)
Stimulating market development in sectors with the potential for job and wealth creation
Promoting local governance, by encouraging constructive dialogue between local authorities, private sector and civil society
Reducing the causes of marginalization, exclusion and radicalization of vulnerable population groups in Tunisia
Integration of migration related questions in local development
Mercy Corps is seeking candidates for a Senior Technical Advisor in Community Mobilization who will manage and provide technical leadership of the anticipated five-year USAID-funded Tunisia Resilience and Community Engagement (TRACE) program. Our component of the program aims to implement strong community mobilization work to underpin the entire program and to transform vulnerable youth into productive, contributing citizens who are connected to their communities by improving education, health, employment, community involvement and other needs as identified through drivers assessments. The primary focus of the Senior Technical Advisor will be to set the vision for and coordinate implementation of community mobilization, community capacity building, community resilience, and community cohesion activities under the Mercy Corps components of the proposed TRACE program. The Senior Technical Advisor will lead the technical design and advise on implementation of community interventions, including conducting capacity building and community stakeholder mapping, assessments and community programs in close coordination with the program managers and key staff. The Senior Technical Advisor is responsible for providing technical oversight on all community mobilization and related resilience objectives, strategies and activities in the TRACE program. S/he will work closely with consortium members for a coordinated approach across the program and to provide expert advice on community-led development and resilience building. S/he has a key role in ensuring program quality and reporting. S/he will work closely with the M&E Manager and Officer(s) to collect and analyze M&E data regarding community resilience and make recommendations for program improvements and adjustments. Candidate flexibility and a wide range of experience employing community-led development techniques in fragile settings are highly valued.
Essential Job Responsibilities
TECHNICAL LEADERSHIP
The Senior Technical Advisor will support and advise the COP and other project staff on various technical fields related to the program and help design the strategy and approaches to achieve expected results.
Lead, coordinate and supervise all community resilience-building activities including community mobilization, community capacity building, community resilience and community cohesion in support of identification and mitigation of vulnerabilities, peacebuilding/ preventing violent extremism, and community infrastructure/assets. This includes providing technical direction, developing work plans, monitoring implementation and impact, ensuring that program deliverables are completed, supervising implementation staff and managing program budget.
Provide strategic vision to the technical components of the program including workplan development, market analysis, partnership selection and management, and overall sector strategy.
Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
Advise national counterparts on technical issues and participate in relevant advisory and/or working groups with counterparts, partner institutions, government representatives, and other local stakeholders.
Ensure technical compliance with USAID rules and regulations, and adherence to grant agreement
Oversee technical performance of consortium partners and sub-grantees.
Ensure the program-wide positive youth development framework is integrated across partners and into program implementation.
CAPACITY BUILDING AND MENTORING
In close partnership with the CoP, create a work atmosphere conducive to professional growth and development of excellent personnel at all levels.
Contribute to country team-building efforts and ensure the integration of all team members into relevant decision making processes
Build the technical capacity of project staff in community led development and community resilience relevant to the implementation of the project through training and continuous mentoring.
PROGRAM MANAGEMENT AND SUPPORT
Integrate community approaches, inclusion and gender sensitivity and capacity building into all activities as appropriate.
Ensure the program implementation is responding to the direction of the lead organization under which we will be a sub-grantee
Provide managerial and programmatic technical oversight to partners and sub-grantee(s) as required.
Document processes and achievements to ensure technical best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
Produce written reports on program activities, capturing the impacts of activities. .
INTERNAL AND EXTERNAL COORDINATION
Serve as an active coordinator between the lead organization and Mercy Corps
Serve as an active contributor and collaborator with regional and global counterparts to promote the use of best practices.
Strengthen linkages with other internal resources, including the LMS, Digital Library, Hub, and Connect, to enhance organizational learning where relevant to M&E.
Maintain close working relationships with counterparts in other relevant international NGOs, and local NGOs and associations.
Supervisory Responsibilities: National and international team members working on the program, as well as partnerships with international and national program partners. The number of direct and indirect reports is to be determined.
A successful candidate will have a demonstrated ability to lead and communicate effectively with team members of varied work styles and cultures, follow procedures, and meet deadlines with flexibility and creativity in planning and problem solving. S/he will have a proven ability to learn quickly, multi-task, prioritize, take initiative, and be accountable for results, understand the larger picture while remaining focused on the details, problem solving, work within a complex and sensitive setting and to follow laws and security protocols. The most successful Mercy Corps team members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
The position is based in Tunis, Tunisia with frequent field travel. Tunis is the capital city of Tunisia with a significant international community presence and many western amenities. Amenities in field sites may be more basic. Tunis has excellent educational and medical facilities. This position can be accompanied by dependents, if not, accommodation will be shared with other team members or guests.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
Given the nature of the context, working hours require flexibility and working through weekends/evenings might be necessary.
