DEPARTMENT SUMMARY:
The Senior Logistics Officer will be part of the operations Department team which is committed for implementing and maintaining the highest standards of efficiency and integrity in all Mercy Corps (MC) internal procedures.
GENERAL POSITION SUMMARY:
The Senior Logistics Officer will manage and oversee logistics support functions for the Mercy Corps programs and offices in Tunisia.
ESSENTIAL JOB FUNCTIONS:
LOGISTICS
- Procurement
- Has a full understanding of MC procurement policies and formats. Provide training to staff on these policies
- Ensure that the procurement department supports the programs efficiently and compliantly
- Daily supervision of MC procurement activities;
- Ensures that hard and electronics documentation of supplies and transactions are completed and archived as per MC standards.
- Ensure that a weekly purchase status and completed purchases reports is submitted using the Ongoing Purchase Request (PR) Master list and PR Master List.
- Ensure that the GRM (Grant review Meeting) action plan is achieved on time.
- Develop policies if necessary.
- Conduct Tenders and purchases in accordance with Mercy Corps Policies.
- Offices & Stocks management
- Ensure that offices & Stocks are managed in accordance with the Mercy Corps Policy and Procedures Guidelines.
- Ensure that offices have all necessary setup and maintain rooms’ inventory.
- Prepare report of monthly stocks, end of grant stocks, fiscal year physical counts and other physical counts.
- Maintain physical and electronic copies of inventory, as per formats and forms provided in compliance with MC Manuals.
- Fleet Management
- Ensure that the management and use of all MC Tunisia vehicles are respecting guidelines and safety required by MC internal policy.
- Supervise and centralize all administrative files for each vehicle and keep proper records of vehicles use and consumption related documentation.
- Responsible for monthly compilation and submission of report related to maintenance, vehicles log sheet and all expenditure related to the fleet.
- Asset Management
- Ensures that procedures outlined in the Mercy Corps Asset Management Manual are implemented in all Mercy Corps Offices.
- Ensure that all Mercy Corps assets in Tunisia are tagged, codded and registered in the asset register and ensure the appropriate coding and tags are placed on each item. Update asset register with changes and new acquisitions.
- Ensure all necessary reports and physical count/check where all assets are located and their status confirmed.
- Ensure the update of the electronic Assets Master List database monthly and provide an electronic copy to supervisor ; A hard copy is printed, signed and filed in the assets folder;
- Advises colleagues on asset and equipment use guidelines.
- Ensure all lost, damage, sold, stolen (or other) items are properly recorded in with an approved Disposal of Assets form. Ensure any necessary, supplement documentation is completed.
- Information Technology:
- Maintain the IT system in the Mercy Corps Tunisia offices and ensure the proper functioning of equipment and network to meet office needs and demands(Emails addresses, access to server, printer etc)
- Orient staff on appropriate use to ensure adherence to MC policies.
- Establish and setup a clear back-up policy and schedule and undertake the necessary steps for this activity.
- Coordinate with a local IT Systems Provider to ensure equipment’s check and General IT maintenance as per needs outlined by staffs.
- Maintain proper documentation of all IT equipment including; system profiles, warranties and IT stock/accessories.
