Program / Department Summary

Mercy Corps has been active in Tunisia in July 2011, working to support youth employability and entrepreneurship opportunities, increasing civic engagement, and improving the capacities of local authorities, civil society organizations, and private sector organizations to engage in positive governance. Our goal is to empower and engage citizens, support the development of an inclusive and enabling environment, foster resilience, and support social cohesion.

Mercy Corps Tunisia’s strategy adopts a multi-tiered approach to address constraints at the national level, capacity building at the local level; and supporting individual citizens, in particular youth, to build their social capital.  Our cross-cutting themes of Peace-building and Citizenship, Gender and Inclusion, Resilience, CSO’s Capacity building, Entrepreneurship and Migration are integrated into our programs to support an enabling environment in Tunisia where people are empowered, included and engaged with equal access to opportunities. 

With our head office in Tunis, we currently have three field offices in Gafsa, Medenine and Jendouba, with programs funded through a variety of donors, including AFD, EC, Hivos, Dutch Ministry of Foreign Affairs and USDOS. Our mission, vision and strategy are actualized through the coordinated and effective delivery of each complementary program, and we are constantly seeking to enhance the quality of our implementation in order to maximize the positive impact of our work. 

General Position Summary

The Country Program Manager will ensure, through the supervision of the PM, the management and coordination of existing grants and the development of new programs. S/he will support the utilization and development of appropriate systems and support mechanisms to track, analyse and report on program results and support the capacity building of the programs team. 

The Country Program Manager will assist in securing new programs in line with the country strategy, supporting proposal development and leading partnership development. S/he will work collaboratively with the MEL unit in country, Technical Advisors and Headquarters (TSU and Desk) staff. 

The Country Program Manager is highly motivated, an effective communicator, self-driven and able to move forward challenging projects with limited daily support and direction. 

Essential Job Responsibilities
STRATEGY AND VISION

1. Recognize opportunities for innovative action and create an environment that fosters the ideas and inputs from across the team to develop new opportunities. 
2. Provide strategic guidance and vision on enhancing program quality and coordination between departments. 

PROGRAM AND PROPOSAL DEVELOPMENT

• Oversee the identification of new initiatives and opportunities that respond to identified needs and the country strategy, in coordination with the Country Director, M&E, as well as the Regional Program Director, headquarters-based Program Officers, Technical Advisors and other relevant staff.
• Support the design of new programs and programmatic approaches.
• Contribute to proposal development following Mercy Corps standards and processes.
• Liaise with the Programs, Finance and Operations teams, and when necessary external partners, in the development of budgets for new proposals.

CAPACITY DEVELOPMENT AND COORDINATION

• Build capacity of the program team with information, tools and resources to improve performance and reach objectives, and review programmatic tools
• Supervise the Implementation the Grants Review Meeting process and maintain a grants/reporting tracker.
• Provide regular management information to the Country Management Team and HQ Desks on the performance of the grant portfolio
• Collaborates with finance officers to ensure close monitoring of budget burn rates and support the timely development and submission of budget revisions when necessary
• Lead the development, implementation of country programme annual workplan and individual programme workplans, including budget and results framework;
• Manage delivery of the day-to-day programme activities to ensure prompt and adequate delivery of results;
• Supervises a team of programme personnel within the framework of MC’s organigramme and management structure/accountabilities
• Ensures all reporting obligations from PM on programme activities and outputs are completed and submitted on schedule and to the standards required

REPRESENTATION AND COMMUNICATION

• Contribute to strengthening relationships with donors and local partners to pre-position for new funding opportunities and support ongoing programming.
• Represent Mercy Corps programs at meetings, presentations and coordination forums as required.
• Support the development of communication materials about Mercy Corps Tunisia’s programs, strategy and approaches.
• Will be a member of the CMT .

The successful Country Program Manager be pro-active, highly adaptive, able to priorities effectively to meet deadlines and a strong team player able to lead by example. S/he will have previous experience working on a variety of different programs/sectors in a development setting and understand the importance of program quality and meeting internal and external standards and compliance requirements. Prioritizing, problem solving, team-building, ability to seize opportunities, attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
