Contexte

General Position Summary:

Under supervision of the Operations Manager, the Senior HR Officer will work within the overall MC structure,
committed to provide reliable and compliant coordination and support to program activities in order to achieve
efficient service to program beneficiaries. Report directly to Operations Manager, the Senior HR Officer will ensure
smooth flowing of Human Resource of the Mercy Corps Office in Tunisia & Libya and program support operations. Through implementing Mercy Corps Human Resources policies procedures the Senior Officer ensures that all personnel activities are handled in accordance to Mercy Corps and donor requirements.

Essential Job Functions:

Human Resource Management

Recruitments and selections:

  •  Follow up with Head of departments to develop and submit Recruitments plans on a quarterly basis.
  •  In charge of all recruitment process in the offices from A-Z including but limited to Job Adverts, longlist, interviews, references, offer and contract and onboarding.
  •  Ensure all recruitment processes are compliance to Mercy Corps recruitment policy and guidelines.
  •  Update recruitment tracker on a weekly and monthly basis.
  •  Report any recruitment challenges/issues immediately.
  •  Orient al new joining staff on Mercy Corps policies and procedures within the first 2 weeks of joining Mercy Corps.
  •  In liaison with the HR officer/Assistants and finalize all orientations for joining staff. Benefits
  •  Assist all staff for health insurances issues.
  •  Ensure that the national staff health and life insurance database are updated on a regular basis.
  •  Liaise with the HR Officers/Assistants to ensure all required documents are submitted by the staff on time.
  •  Ensure all health and life data base are 100% accurate and coordinated well with the insurance company.
    Performance Reviews:
  •  Ensure staffs are well oriented on the performance review process and well familiarize with that.
  •  Follow up on staff annual performance reviews.
  •  Set reviews tracker and follow up with managers to carry out the performance review for their supervisee.
  •  Keep an updated tracker for staff performance review due date.
  •  Report to the HRM any performance issues immediately.

Administration:

Visa Applications:

  •  Oversees the residency “carte de séjour” application processes for all Mercy Corps Staff & visitors.
  •  Assist the national staff in obtaining visas for their international travel for trainings and workshops with Mercy Corps.

Travel booking:

  •  In coordination with the Admin Assistant, ensure all travel requests are processed on time.
  •  Inform direct supervisor of all necessary information on any travel updates.
  •  Responsible for all MC staff accommodation in hotels
  •  Ensure all necessary payments are processed on time.
  •  GH arrangements for all international staff and ensure that GH is prepared on time for staff.
  •  Ensure office and GH is fully equipped with supplies and stationery.
  •  In coordination with the Admin assistant prepare quarterly requests for all office consumables.
  •  Inventory and track all office consumption rate on a monthly basis and share the report with the Ops manager
  •  Overall management of the Administration Store properly and ensure the storing system is per the standard.

Strategy:

  •  Assist Operations Manager to develop, implement and administer department goals and objectives.
  •  Ensure all policies are compliance to Mercy Corps and local laws and regulations.
  •  Assist Operations Manager to implement and evaluate the national staff Personnel Policies and Procedures
    Manual. Recommend new or needed changes to existing personnel policies and practices to HR Manager.
  •  Assist Operations Manager to develop, implement and administer effective human resource programs including recruitment, orientation, performance evaluation, staff development, training, disciplinary, etc.
  •  Assist Operations Manager to supervise the recruitment process, from securing the support documents, through vacancy announcement, collection of applications, participating in short listing, coordinating interviews and completing recruitment files
  •  Coordinate with HR Assistant to maintain appropriate staff records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information. Periodically audit and archive dated information, including employee and applicant files, in accordance with Mercy Corps policy and procedures.
  •  Participate in orientation of new personnel with respect to HR policies and procedures,
  •  Under the supervision of the Operations Manager and wit collaboration of HR Assistant ,Monitor staff payroll and timesheet processes

Training and Development:

  •  Maintain employee performance evaluations tracking and ensure evaluations are completed as scheduled
  •  Provide close support and guidelines to HR Assistant to maintain and regularly review staff development data base;
  •  Assist Operations Manager on staff develop plan and staff training initiatives and needs assessments.
  •  Work closely with all senior managers to ensure that staff development plans are in place for all team members and that indicators of success are developed and measured.

Others:

  •  Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Tunisia.
  •  Maintain confidentiality of all personnel issues including disciplinary procedures and contracts/ pay rates

Critères d'éligibilité

  • Degree in HR management is desired and 4 to 5 years of experience in mid to high level administrative / HR operations
  • Excellent understanding on Tunisia Labour Law
  • Strong organizational skills and discipline to follow outlined procedures
  • Ability to interact effectively with international and national personnel.
  • Excellent oral and written both in French and English.
  • High computer skills on MS Office programs.
  • A demonstrated ability to multi-task and process information into action as to not delay program activities.
  • A clear understanding of recruitment ethics and donor compliance is essential.
  • Willingness to travel throughout the project areas province is required. Must read and understand the Mercy Corps Policies and Procedures and demonstrate willingness and ability to follow guidelines.
  • Fast thinker and creative problem solving.
  • Flexibility and creativity in planning.
  • Ability to take initiative, learn quickly and be accountable for results.
  • Ability to understand the larger picture while remaining focused on the details.
  • Awareness of and sensitivity to multi-cultural international development work.
  • Good sense of humor. Ability to get along and familiarize with nuanced roles and personalities
