Primary Location : Tunis, Tunisia

Position Status : Full time

Area of Operation : Tunis

Employment Period : Until February 28th extendable

Program / Departement Summary :

MERCY CORPS has been operational in Libya since 2011 focusing on protection of the displaced and conflict affected population and supporting Libyan efforts to protect vulnerable communities and peacefully build a secure foundation for participatory, inclusive and accountable governance and economic opportunity.

General position summary :

Working under the direct supervision of the Country Director / Team Leader Protection Assessment in Tunis, the Project Manageris responsible to provide the support of a project to study the needs of displaced populations in Libya . As part of this project he / she may be responsible for ensuring the collection analysis of data , translate into Arabic some texts in English or prepare events in Tunisia .

Essential job functions :

Main Tasks:

  • Facilitate transparent, effective and timely recruitment of vacancies, including providing sound orientation.
  • Coordinate the activities of the Libyan program
  • Analysis of data on humanitarian needs in Libya
  • Strategic plans Writing on the situation in Libya
  • Event Planning and Organization in Tunisia with international organizations (UNHCR, UNICEF) , Libyans NGOs and civil society.
  • Conduct the necessary analysis to programs on the basis of data collection conducted
  • Support program teams in achieving specific evaluation process to activities requested by donors or MC procedures (pre -post test training , for example)
  • Accompanying the rise of evaluation capacity of monitoring teams and programs teams
  • Contribute to the analysis and editorial programs for Mercy Corps
  • Any other duties as required

Additional Tasks:

  • Writing protocols with the Local partners and follow up signature, in cooperation with the program teams
  • In the absence of the head of communications , management of communication component if necessary programs (articles, press conferences, media communication and all associated tasks )

Accountability :

Reports directly to : Team Leader

Works directly with : Field Researchers, the Local partners/CSO’s, HQ Monitoring, ICT Team, HQ Regional Program Team and the Technical Support Unit, Liaison Manager

Success factors :

A successful candidate will be conscientious, with excellent judgment. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to assist in the development and implementation of Mercy Corps’ strategy and platforms and tools. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. S/he must have the confidence and humility to work effectively with a large variety of people who will be diverse culturally, economically and in social status – as well as be sensitive to political and cultural nuance – be able to consistently apply excellent judgment to a variety of demanding and fast-changing situations while working as part of a team and coordinate with project personnel.

Living / environmental conditions :

The position is based in Tunis,and may be requested to travel – sometimes on short notice— to areas with limited access to medical facilities and amenities.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

Critères d'éligibilité

  • From top Bac + 4/5 training , international relations , political science, business law.
  • Proven experience in developing and working with Suvi & Evaluation systems , protection and management of data , including databases;
  • Experience with mobile data collection technology is an asset.
  • GIS or mapping concepts is an asset Professional experience with a non-governmental organization is desirable.
  • Ability to write reports and make recommendations to improve program management.
  • Computer skills ( Office software )
  • Organizing and Archiving Skills
  • Fluent in French and English required (oral and written)
  • A good knowledge of Arabic is desirable.
  • Advanced computer skills in MS Office programs , especially Excel.
