Position Title:  M&E assistant

Primary Location: Tunis , Tunisia

Position Status: Full time

Area of Operation : Libya 

Employment Period: Six months extendable

Supervisory responsibility : No Responsibility

Reports to: M&E officer

Works directly with : Project Manager, Team Leader, Field Researchers, the Local partners/CSO’s, HQ Monitoring, Evaluation and Learning Team, ICT Team,

 

PROGRAM/ DEPARTMENT SUMMARY:

MERCY CORPS has been operational in Libya since 2011 focusing on protection of the displaced and conflict affected population and supporting Libyan efforts to protect vulnerable communities and peacefully build a secure foundation for participatory, inclusive and accountable governance and economic opportunity.

GENERAL POSITION SUMMARY:

The M&E assistant is a key position in the program supporting monitoring, evaluation, and information management, supporting the data collection, used for continuous improvement, and incorporated into consistently high quality reports. S/he should support the data collection, monitoring and reporting through adapted tools and be in charge of the communication tools of the mission.

ESSENTIAL JOB FUNCTIONS:

Main responsibilities:   

  • Support designing and managing evaluations of MC/Libya projects and activities, including developing data collection methods and protocols, determining data verification techniques, recruiting and overseeing evaluation teams, and ensuring rigorous analysis and high-quality reports
  • Support data management tasks, including: helping to establish the data management system (excel tools, indicators, methodology)
  • Support tertiary and secondary data collection project
  • Update activity database
  • Compile and support analysis of data used for project deliverables (factsheet, online mapping, analysis and mapping)
  • Ensure information security through the maintenance of the password protected database and regular database back ups
  • Support the dissemination plan through: case studies, success stories, reports and publications

Monitoring & Evaluation System Development and Implementation:

  • Establish the data management system using appropriate ICT for M&E tools and platforms to best serve the needs of the overall assessment.

Technical Support and Assistance to Sub-Grantees:

  • Provide training and support to partners on assessment sub-grant activities.

Coordination:

  • Support the monitoring and evaluation systems amongst all implementers are well coordinated allowing for aggregation and comparison of data for the program as a whole.
  • Through regular coordination meetings, ensure that staff and partners can conduct meaningful analysis of collected data and incorporate findings into implementation.

Evaluation and Research Management:

  • Lead the design, field-testing, data collection and analysis
  • Together with the M&E officer, play a lead role in coordination, learning and oversight of the local partners.

Proposal Coordination

  • Provide administrative support for proposal development such as drafting Past Performance Reports/capacity statements/or other required documents, copy-editing, and final compilation for submission

SUCCESS FACTORS:

A successful candidate will be conscientious, with excellent judgment. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to assist in the development and implementation of Mercy Corps’ strategy and platforms and tools. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. S/he must have the confidence and humility to work effectively with a large variety of people who will be diverse culturally, economically and in social status – as well as be sensitive to political and cultural nuance – be able to consistently apply excellent judgment to a variety of demanding and fast-changing situations while working as part of a team and coordinate with project personnel.

LIVING /ENVIRONMENTAL CONDITIONS:

The position is based in Tunis and may be requested to travel – sometimes on short notice— to areas with limited access to medical facilities and amenities.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

Critères d'éligibilité

  • Master’s level degree
  • Software: Indesign, illustrator, autocad, ArcGIS, Excel.
  • At least 2 years’ experience with infographie management.
  • Experiences with humanitarian stakeholders in Tunisia / Libya (UN agencies, USAID, ECHO…) required
  • Fluency in English and Arabic, both verbal and written, required
