Position Title: Logistics & Security Manager

Departement: Operations

Location: Tunis, Tunisia

Position Category: Full-time AND Regular 

 

Department summary :

The Logistics & Security Manager will be part of the operations Department team which is committed for implementing and maintaining the highest standards of efficiency and integrity in all Mercy Corps (MC) internal procedures.

General position summary :

The Logistics & Security Manager will manage and oversee all security and logistics support functions for the Mercy Corps programs and offices in Tunisia.

Essential job functions :

LOGISTICS

1. Procurement

a. Has a full understanding of MC procurement policies and formats. Provide training to staff on these policies
b. Ensure that the procurement department supports the programs efficiently and compliantly
c. Daily supervision of MC procurement activities;
d. Ensures that hard and electronics documentation of supplies and transactions are completed and archived as per MC standards.
e. Produce by weekly purchase status and completed purchases reports using the Ongoing Purchase Request (PR) Master list and PR Master List.
f. Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of MC (By Weekly).

2. Offices & Stocks management

a. Ensure that offices & Stocks are managed in accordance with the Mercy Corps Policy and Procedures Guidelines.
b. Ensure that offices have all necessary setup and maintain rooms’ inventory.
c. Prepare report of monthly stocks, end of grant stocks, fiscal year physical counts and other physical counts.
d. Maintain physical and electronic copies of inventory, as per formats and forms provided in compliance with MC Manuals.
Position Description

3. Fleet Management

a. Ensure that the management and use of all MC Tunisia vehicles are respecting guidelines and safety required by MC internal policy.
b. Supervise and centralize all administrative files for each vehicle and keep proper records of vehicles use and consumption related documentation.
c. Responsible for monthly compilation and submission of report related to maintenance, vehicles log sheet and all expenditure related to the fleet.

4. Asset Management

a. Ensures that procedures outlined in the Mercy Corps Asset Management Manual are implemented in all Mercy Corps Offices.
b. Ensure that all Mercy Corps assets in Tunisia are tagged, codded and registered in the asset register and ensure the appropriate coding and tags are placed on each item. Update asset register with changes and new acquisitions.
c. Ensure all necessary reports and physical count/check where all assets are located and their status confirmed.
d. Ensure the update of the electronic Assets Master List database monthly and provide an electronic copy to supervisor ; A hard copy is printed, signed and filed in the assets folder;
e. Advises colleagues on asset and equipment use guidelines.
f. Ensure all lost, damage, sold, stolen (or other) items are properly recorded in with an approved Disposal of Assets form. Ensure any necessary, supplement documentation is completed.

5. Information Technology:

a. Maintain the IT system in the Mercy Corps Tunisia offices and ensure the proper functioning of equipment and network to meet office needs and demands(Emails addresses, access to server, printer etc)
b. Orient staff on appropriate use to ensure adherence to MC policies.
c. Establish and setup a clear back-up policy and schedule and undertake the necessary steps for this activity.
d. Coordinate with a local IT Systems Provider to ensure equipment’s check and General IT maintenance as per needs outlined by staffs.
e. Maintain proper documentation of all IT equipment including; system profiles, warranties and IT stock/accessories.

SECURITY (In Coordination with Country Director)

a. Ensure orientation of new staff and visitors is completed on first day of arrival to the office. Provide regular briefings/trainings to staff on preventative security measures.
b. Analyze and assess security situation and threats in MC areas of operation and ensure that appropriate measures are taken for safe operation.
c. Be the local security focal point.
d. Ensure modification and up-to-date for existing policies and manual and develop new ones as needed.
e. Produce regular weekly written reports on the security situation in Tunisia based on the current information available from other agencies, MC sub offices, media and other sources.
f. Ensure incident reporting is conducted as necessary. Includes completion of incident report form, informing necessary actors and maintaining incident report file, as per Mercy Corps format.

g. Ensure that all necessary measures are taken to provide MC employees with a safe working environment as detailed in existing guidelines.
h. Assess field travel Safety and provide No Go feedback to CD if necessary and track staff movements in the field.

Supervisory Responsability :

Directly supervises the Logistics Officer, Field Logistics Assistant(s) and Driver

REPORTS DIRECTLY TO: Operations Manager

WORKS DIRECTLY WITH: Operations, Finance and Programs departments.

شروط الترشّح

  • Degree in a relevant field is desired
  • At least 3 years of similar experience is required
  • The candidate must possess excellent leadership and organizational skills and have a flexible and analytical approach to problem solving
  • Strong organizational skills
  • Ability to interact effectively with international and national personnel
  • Excellent oral and written French and English skills
  • High level computer skills on MS Office programs (Excel)
  • A demonstrated ability to multi-task and process information into action as to not delay program activities
  • Good report writing abilities are essential Conscientious with an excellent sense of judgment Ability to work simultaneously on multiple tasks
  • Willingness and ability to work effectively with a wide variety of people
  • Ability to work as part of a team and coordinate with project personnel
  • Good spoken and written in French and English
  • Computer literate and strong organizational skills
