Position Title : Finance Assistant

Primary Location : Tunis, Tunisia

PROGRAM/ DEPARTMENT SUMMARY:

MERCY CORPS has been operational in Libya since 2011 focusing on protection of the displaced and conflict affected population and supporting Libyan efforts to protect vulnerable communities and peacefully build a secure foundation for participatory, inclusive and accountable governance and economic opportunity.

GENERAL POSITION SUMMARY:

Working under the direct supervision of the Finance Manager in Tunis, the Finance Assistant is responsible for maintaining cash controls, preparing the payments for Tunis Office. He / She ensures that all financial operations are properly documented, in compliance with Mercy Corps policies, procedures and Tunisian regulations.

ESSENTIAL JOB FUNCTIONS:

Main Tasks:

  • Daily accounting work;
  • Scrutinize all invoices for accuracy before making payments and ensure that payments requests are duly filled out and signed by the appropriate persons;
  • Review and prepare check / cash payments and ensure that all required documents are attached to the payment;
  • Petty cash management;
  • Issue advances to staff when needed and ensure the advance settlement according to MC policies;
  • Daily recording on excel and accounting software;
  • Ensure the adherence to Mercy Corps financial / accounting functions and procedures;
  • Assist in the monthly accounting closing and the preparation of periodical reports;
  • Maintain financial files;
  • Assist in the review of partners’ financial reports;
  • Collect and review consultant monthly timesheets and prepare monthly consultant payments;
  • Prepare the bank reconciliation;
  • Any other duties as assigned.

SUPERVISORY RESPONSIBILITY: None

ACCOUNTABILITY:

  • REPORTS DIRECTLY TO: Finance Manager
  • WORKS DIRECTLY WITH: Finance Manager, HQ Regional Finance Team

SUCCESS FACTORS:

A successful candidate will be conscientious, with excellent judgment. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to assist in the development and implementation of Mercy Corps’ strategy and platforms and tools. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. S/he must have the confidence and humility to work effectively with a large variety of people who will be diverse culturally, economically and in social status – as well as be sensitive to political and cultural nuance – be able to consistently apply excellent judgment to a variety of demanding and fast-changing situations while working as part of a team and coordinate with project personnel.

LIVING /ENVIRONMENTAL CONDITIONS:

The position is based in Tunis, and may be requested to travel – sometimes on short notice— to areas with limited access to medical facilities and amenities.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

Critères d'éligibilité

  • Bachelor’s Degree in accounting
  • Minimum of one year accounting experience, an experience in an audit firm is desirable
  • Internal control knowledge
  • Strong analytical thinking
  • Organizing and Archiving Skills
  • Fluent in French and English required (oral and written)
  • a good knowledge of Arabic is desirable
  • Advanced computer skills in MS Office, especially Excel
  • Ability to work with diverse sets of individuals in the office and the field.
