Program / Department Summary :

As Mercy Corps seeks to alleviate suffering, poverty and oppression around the world we recognize that instances of sudden change within a country or region, are rare moments of opportunity. Mercy Corps is working on scaling-up its presence for mid and long-term programming for Libyans, including those who have been internally displaced as well as returnees. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change. Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Libya, as well as in response to vulnerable populations in Libya.

Libya is currently in the midst a major humanitarian crisis impacting the entire country as well as a number of the neighboring countries. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future is to focus on meeting the urgent war-related humanitarian needs across the country. The heightened insecurity and continuous acts of violence make the humanitarian response not only more challenging, but increasingly complicated. We believe that a natural synergy exists between our response to the needs of Libyan internally displaced and those made vulnerable as a result of the conflict within Libya, and responding to the needs of those forced to flee and now living in displacement in Libyan cities. Mercy Corps will continue to work closely with the Libyan authorities and organizations and with our international partners to ensure an effective humanitarian response.

General position summary

The Grants Manager will support the Libya Programs Manager in building and administering the country program’s portfolio of grants. This will require oversight of the grant management processes. He/she will report to the Programs Manager, and will work collaboratively with the M&E Officer, Program Coordinator, Operations Manager, Finance Manager, Team Leader and Deputy Team Leader among others.

Essential job functions 

Grants Management:

  • Develop and maintain grant management tools such as funding trackers, grant trackers, dashboards, reporting templates and reporting calendars; and ensure the team is aware of these timelines
  • Work with the Finance Manager to ensure compliance guideline documents are created and followed
  • Responsible for the coordination of donor reports and ensure that reports are of high quality and submitted for review on time.
  • Verify that financial and narrative reports are coherent and adhere to donor and Mercy Corps standards before submission
  • In collaboration with the Operations Manager, Programs Manager and Finance Manager, schedule all Grant Opening and Closing meetings, and track actions points for follow-up.
  • Work with the Programs Manager to track and project spending, with particular attention to program budget lines.
  • In collaboration with the Finance Manager, advise solutions for under/over-spending and other implementation challenges; assist program and operations teams as necessary.
  • With support from the Mercy Corps HQ Regional Program Team and Programs Manager, address donor questions to ensure compliance with donor regulations.
  • In collaboration with the Monitoring and Evaluation officer, oversee the hard and soft filing system for Libya grants.
  • Ensure full compliance with PM@MC minimum standards for program management.
  • Work with grants holders and sector leads to ensure proper tracking for various grants.
  • Coordinate grant management between headquarters and Libya.

Proposal Development:

  • Interface with Mercy Corps headquarters and the regional office to keep abreast of donor strategic priorities, specific requirements and deadlines.
  • Participate in the strategic evaluation process in country and with the regional office for new funding opportunities.
  • In collaboration with the Programs Manager, coordinate upcoming funding opportunities with relevant staff in a timely manner.
  • Ensure deadlines, donor priorities and requirements are communicated and understood by the team.
  • Ensure opportunities pursued are communicated to relevant staff and are informed on the decision.
  • Coordinate the development of high quality proposals with the Programs Manager, the Team Leader, Finance Manager, the regional office, headquarters and other relevant staff; act as the focal point of the entire process and ensure timely submission of proposals.
  • Coordinate and oversee the proposal development calendars and plans in-country.
  • Participate in proposal/report writing; ensure proposals and reports are compliant with donor requirements.
  • Support the Programs Manager, Finance Manager, Operations Manager on the development of program budgets; make sure the project narrative is consistent with proposed costs.

Communications:

  • As needed and instructed by the Programs Manager, participate in meetings with donors and other stakeholders regarding progress updates and funding opportunities.
  • Ensure grants related information inclusion in regular situation reports and other internal/external communications.

 

Critères d'éligibilité

  • Master’s degree in relevant field
  • Ideal candidates will have three to five years of progressive work experience, with demonstrated strengths in grant management
  • Preferred strengths include donor reporting, communications, grants coordination, compliance and general program/project management experiences
  • Demonstrated experience with coordinating funding proposals and progress reports from donors
  • Ability to efficiently deal with competing priorities
  • Excellent oral and written communications skills and demonstrated ability to produce and edit documents under deadline pressure
  • Working knowledge of budget development and management
  • Experience working in a multi-cultural setting
  • Demonstrated experience in managing a team
  • Competence with Windows, Microsoft Office
  • Fluent written and spoken English is mandatory
  • Arabic is advantageous
