PROGRAM SUMMARY:
Mercy Corps is working on scaling-up its presence for mid and long-term programming for Libyans, including those who have been internally displaced as well as returnees. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change. Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Libya, as well as in response to vulnerable populations in Libya.
Libya is currently in the midst a major humanitarian crisis impacting the entire country as well as a number of the neighboring countries. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future is to focus on meeting the urgent war-related humanitarian needs across the country. The heightened insecurity and continuous acts of violence make the humanitarian response not only more challenging, but increasingly complicated. We believe that a natural synergy exists between our response to the needs of Libyan internally displaced and those made vulnerable as a result of the conflict within Libya, and responding to the needs of those forced to flee and now living in displacement in Libyan cities. Mercy Corps will continue to work closely with the Libyan authorities and organizations and with our international partners to ensure an effective humanitarian response.
GENERAL POSITION SUMMARY:
The Database officer will be managing a shared Database between thee international nongovernmental organizations, the position holder will be in charge of maintaining and cleaning the database, code and digitalize questionnaires, analyze data, create reports, graphs and trends also train the data collectors on using the tools
ESSENTIAL JOB FUNCTIONS:
- Database Management
- Lead the development and monitoring of databases and ensure that assistance to beneficiaries is timely tracked and information is shared with partners operating in the same geographical areas, in order to develop synergies, avoid duplication and maximize outreach and coverage of affected populations’ needs.
- Adapt and develop the databases as required to ensure appropriate and efficient management of the partners data needs. Identify and address errors within the databases.
- Ensure the databases are always up to date and accurate.
- Follow information management confidentiality protocols without exception and ensure that the data retention period is respected.
- Responsible for the overall maintenance, improvement and repair of the database, as well as generation of login/access in line with data protection protocols to ensure only authorized persons are accessing the data.
- In line with their right to ownership over their personal data, respond to requests from beneficiaries to modify or delete their data.
- Notify partners of any data breach and take remedial actions as necessary.
- Data Collection & Entry
- Working with the partners in data collection processes and follow up on any issues to ensure the data accurate and validated.
- Facilitate periodic trainings for partners staff to ensure consistency in data collection methodology and train the partner staff to ensure accurate data collection through tablets and mobile technology.
- Ensure data quality and integrity through database standardization and harmonized data collection methodologies.
- Attend Technical Working Group meetings and other interagency meetings as required. Engage with the Cash & Market Working Group (CMWG) to share and adopt best practices and harmonization in data collection processes.
- Data Analysis and Reporting
- Aggregate data and feed into periodic reports for the partners.
- Generate duplication reports for partners which cross-check beneficiaries registered in order to avoid duplication.
- Provide accurate analysis of data to feed into analytical reports, donor reports and other information products using primary data.
- Coordinate the collection and analysis of PDM, baseline and end-line assessment data for each partners’ program.
- Analyze assessment data, based on the analysis plan and support the Program/MEAL Manager to ensure results feed meaningfully into program design and implementation plans to facilitate evidence-based programming.
- Meet periodically with data collectors from all institutions via Skype to better understand strengths and limitations of data collection tools/data collected to then produce meaningful recommendations for future survey design

- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
