Salary: Commensurate with experience.

The Near East Foundation (NEF) is seeking two qualified candidates for a Program Technical Specialist in (a) entrepreneurship and value chain development and (b) workforce and employment development to be based in Tozeur, Kebili, Medenine, or Gabes, Tunisia. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.

Position Description:

The Program Technical Specialist is a member of the Near East Foundation (NEF) team in Tunisia, reporting to the Project Coordinator and Country Director of Tunisia. The purpose of these positions is to coordinate all business and value chain development activities and employability activities for the target beneficiaries and partner civil society organizations for a prospective program in the Gabes, Medenine, Tozeur, Kebili governorates of Tunisia, which aims to improve entrepreneurship and employment opportunities of young Tunisians from marginalized areas holding a university education.

The Program Technical Specialist (PTS) will:

(a) coordinate participatory value chain, entrepreneurship, and/or labor market assessments

(b) manage entrepreneurship, self-employment and/or employability readiness training and coaching activities

(c) support field coordinators to screen employment seekers and/or entrepreneurs, support self-employment and/or employment planning, and coordinate the evaluation committees;

(d) provide partner civil society organizations with relevant technical and capacity support.

The BDS will perform his/her duties and responsibilities in accordance to the project proposal and budget in addition to the programmatic, administrative and financial policies/regulations of NEF. In consultation with the NEF Project Coordinator for Tunisia and in collaboration with the project staff including local partner organizations, s/he will allocate appropriate resources to accomplish the plan, manage staff and ensures that an appropriate monitoring system is in place to track progress and deviations of project implementation.

Responsibilities:

  • Oversee all entrepreneurship, self-employment and/or employability readiness and development trainings and activities in line with donor and NEF requirements including proposing necessary changes;
  • Produce monthly progress reports in coordination with stakeholders and project staff;
  • Coordinate all business and value chain development activities and/or employability activities of the target beneficiaries and partner civil society organizations;
  • Supervise the implementation of participatory value chain, entrepreneurship, and/or labor market assessments to identify market/employment constraints and opportunities and guide the project trainings;
  • Support day to day technical efforts in the implementation and evaluation of interventions, including the follow up of partner implementation to ensure quality and timely delivery of youth interventions;
  • Provide technical assistance to partners in developing and implementing the program’s self-employment and/or employability component/interventions, providing a quality assurance role;
  • Deliver training, coaching and quality assurance related to youth self-employment/employability, to project team and partner organizations;
  • Develop clear plans for conducting relevant trainings, including preparing all materials and tools for the trainings and follow-up evaluation;
  • Support project team in partner coordination efforts and the day to day follow up of professional relationships with key actors, relevant Ministries, private sector, training institutions and NGOs in relation to prospective and program activities;
  • Provide regular updates on implementation progress and prepare required contributions to quarterly reports, and generate other technical reports as required;
  • Review, assess, and provide recommendations on the business/career planning of beneficiaries;
  • Support field coordinators in the creation of an evaluation committee and the screening of potential participants;
  • Maintain ongoing communication with project stakeholder regarding project progress and challenges;
  • Work as a team player providing relevant assistance to colleagues and ensuring that project components, for which he/she is responsible, are interlinked;
  • Identify any problems and challenges that may arise and offer solutions accordingly;
  • Perform other duties as assigned.

Critères d'éligibilité

  • Bachelor degree in development, business or economics, workforce development, value chain development, or equivalent combination of education and work experience.
  • Minimum 5 years of experience in development and/or humanitarian organizations, including significant experience working as a certified business development trainer in the UN/INGO sector
  • Expertise in entrepreneurship development and promotion, employability and employment creation programs, value chain development, SMEs, poverty alleviation, and/or economic inclusion, etc.
  • Proven record of effective project management, including project planning, implementation and managing a budget
  • Fluency in English, French and Arabic and ability to effectively write reports
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with a diverse population
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts
  • Effective team player, able to develop and maintain effective working relationships
  • Flexible, creative and problem solving-oriented
  • Competence with MS Office applications, including Word, Excel and Outlook.
