Democracy International is seeking to hire a MEL Officer for the NASSEEJ project in Tunisia. This position is open to Tunisian nationals. The NASSEEJ project is partnering with and supporting Tunisian Citizens to act on specific issues and effect change at the local, regional and national levels to advance Tunisia’s development in different sectors.
∙€Responsible for the development and translation of MEL materials in multiple languages including questionnaires, data collection tools, reporting and support activity documentation in French and Arabic, and ultimately English for USAID
∙€Responsible for working with NASSEEJ staff to ensure data collection and reporting systems, incorporate and utilize Tunisian government systems as much as possible (egov, Open Data)
∙€Responsible for the coordination and tracking of data collection on ongoing activities to ensure timely and accurate reporting for bi-weekly and quarterly reports to USAID
∙€Support and coordinate the collection, synthesis and analysis of data from MEL activities, Political Economy Analysis (PEA) and other surveys as applicable including updating indicator tracking sheets and providing training and guidance to stakeholders on data collection on an as-needed basis in French and/or Arabic
∙€Pproduce templates and instructions to support the quality of MEL and PEAs activities in French and Arabic and provide guidance/support where necessary.
∙€Document lessons learned and best practices to incorporate into DI’s adopted Collaboration, Learning and Adapting (CLA) approach to support continuous learning on what works for activity implementation, strategies and achievement of intended results throughout the project cycle.
∙€Support bi-weekly and quarterly reporting to USAID through translation of team inputs as needed from French and Arabic to English and assist in interpretation of results, progress, lessons learned and best practices in collaboration with the M&E Specialist and the DI Home Office.
∙€Support the development of success stories through field visits, interviews, photography and reporting in English according to USAID success story format.
∙ Prepare written documents to relevant stakeholders.
∙ Other tasks as assigned by the supervisor.
∙ Minimum Years of Experience : 2
∙ Minimum Degree Required : Bachelor’s degree
∙ Extensive knowledge of Tunis and it’s regions, demonstrated ability to track and inform implementation of processes, activities and/or projects, reporting on project’s progress in Arabic, French and English, and incorporation of lessons learned and best practices for continuous improvement of the project and its activities.
∙ Outgoing personality, able to engage effectively with counterparts and project staff and work as part of a supportive team to document results as well as intended and unintended impacts objectively and in clear terms.
∙Attention to details, ability to meet and exceed deadlines, self-motivated with excellent time management and communication skills (verbal and written) as well as strong knowledge of Microsoft Office Suite (including Excel, Power Point, Word, and Teams).
∙ Past experience with donors’ projects is preferred, especially in terms of reporting, monitoring and evaluation. Past experience with USAID-funded projects highly desirable.
Reporting Requirements
The Monitoring, Evaluation and Learning Officer will report to The Monitoring Evaluation and Learning Specialist.
