Title: MEL Intern
Length of Assignment: Short-Term
Reports to: MEL Director, but will be directly supervised by the MEL Specialist

BACKGROUND

The Tunisia Jobs, Opportunities, and Business Success (JOBS) project is a five-year project funded by the U.S. Agency for International Development (USAID). The purpose of the JOBS project is to help Tunisian private companies increase their sales and exports sustainably in order to increase economic growth opportunities, including job creation. JOBS will achieve this objective through a multi-dimensional approach including:

  • provide SMEs with needed resources, know-how, enhanced competitiveness;
  • enhance work force development by reducing the education/training gap between the university and vocational training systems and the actual needs of Tunisian businesses;
  • promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and
  • communicate to Tunisians, especially youth, the importance of market-led economic growth and entrepreneurship to deliver needed resources to companies.

POSITION DESCRIPTION

The MEL Intern will support the MEL Specialist in data entry, cleaning, verification, analysis and reporting. The position is central to JOBS meeting its contractual objectives, ensuring that information provided on JOBS’ targets (job creation, increased in sales, people trained, etc.) are accurate, quantifiable, and submitted in a timely manner.

Specifically, the role of the MEL Intern will be to provide technical support to the MEL Specialist in entering, reviewing, cleaning, and verifying data in the ArcGIS system and other processes that enhance data collection, monitoring, analysis, and reporting. S/He will support the MEL Specialist in the implementation of the Activity Monitoring, Evaluation and Learning Plan (Plan) and MEL activities outlined in the Annual Work Plan.

DETAILED RESPONSIBILITIES

In collaboration with other MEL team members, the MEL Intern duties include (but are not limited to):

  • Support technical teams to electronically verify and enter data into ArcGIS database;
  • Regularly perform data cleaning and enter missing data, where necessary;
  • Review ArcGIS regularly to verify data reported by technical teams within the ArcGIS system to ensure data consistency;
  • Monitor through ArcGIS dashboard data flow patterns that will ensure data report aligns with data entered by technical teams;
  • Support the MEL Specialists to review data in ArcGIS system for completeness and correctness against supporting documents uploaded by the technical teams;
  • Participate in regular field data collection and spot-check visits together with the MEL Specialist and/or independently based on project need;
  • Support the MEL Specialists to perform data quality and integrity assessments in collaboration with Business Advisors (BAs) in field data verification by conducting regular field monitoring visits to identify issues (if any) and where adaptations might be needed;
  • Support the MEL Specialists to collaborate with the technical teams to identify and rectify any data quality issues within the system including missing and incorrect data;
  • Where required, support USAID technical staff or third-party monitoring groups during their field visits and Data Quality Assessments (DQAs);
  • Contribute to the preparation of progress reports for project management (i.e. quarterly and annual report and annual workplan) capturing qualitative and quantitative data, including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations;
  • Perform other tasks as may be required by the MEL Director, DCOP, or COP.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

This Short-term position is a full-time internship for about 3 months.

LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis, with occasional travel to other regions.

SUPERVISION AND REPORTING

The MEL Intern will report to the Tunisia JOBS MEL Director, but will be directly supervised by the MEL Specialist.

OTHER INFORMATION

In case of a successful internship period, the candidate will be recruited as MEL Officer with a Long-term position.

Critères d'éligibilité

  • Undergraduate diploma (3 years of college education) or college degree, Bachelor’s degree or License Degree in business management and administration, economics, or related subject with emphasis on private sector development preferred, but not required if the candidate has experience with data entry.
  • Up to three years’ experience working in the private sector with business experience in finance, operations, marketing, HR, or other related areas.
  • Excellent typing and computer skills
  • Experience in programs such as ArcGIS or any other GIS/mobile data collection application is desired but not required.
  • Keen attention to details and ability to identify inconsistencies in data
  • MEL background or experience with USAID MEL systems is desired but not mandatory;
  • Excellent management, organization, communication (verbal and written) and problem-solving skills with the ability to prioritize assignments and meet required deadlines.
  • English language skills at a functional to fluent level are highly desired. French and Arabic fluency is required.
  • Willingness to learn and apply monitoring, evaluation and learning skills and knowledge
  • Willingness and ability to work in teams
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • Ability to effectively organize work and set priorities
  • Flexibility and ability to travel for varying lengths of time
