EF is seeking applications for a Monitoring, Evaluation and Learning (MEL) Director for an anticipated USAID-funded program that will cultivate a vibrant and responsive citizen-oriented civil society in Tunisia. The program will facilitate a productive relationship between civil society and the Government of Tunisia.  It will also work nationwide, differentiating between the capacity-building needs of smaller, regional NGOs, Associations, think-tanks and other types of local organizations and more developed, Tunis-based CSOs, creating linkages networks, and platforms for knowledge sharing, partnerships, and joint-action. 

 

The MEL Director will be responsible for supporting and developing the project MEL plan and overseeing all MEL activities. This position is contingent upon funding. 

Interviews will be conducted on a rolling basis and qualified candidates should apply as soon as possible. 

Tunisian nationals are strongly encouraged to apply.

 

DUTIES

  • Provide leadership, oversight, and strategic director for all MEL activities; develop MEL plans, processes, and systems and overall monitoring and evaluation framework
  • Ensure quality control for donor and other external reports, including review of data-related narratives and charts; oversee the development of and submission of timely and accurate reporting
  • Liaise with USAID, government partners, civil society organizations, and other key stakeholders to coordinate dissemination of results
  • Develop MEL training modules and tools for DC-based and field project staff in line with industry best practices and standards

 

QUALIFICATIONS

  • Bachelor’s degree in a relevant field or discipline such as international development, international relations, area studies, etc. Master’s degree is strongly preferred
  • Minimum of seven years of experience in program design and assessment, with a strong preference for international donor assistance projects
  • Knowledge of international best practices in monitoring and evaluation to track program progress and performance; experience with the USAID collaborate, learn and adapt model strongly preferred
  • Expertise in integrating gender and social inclusion principles into MEL activities
  • Experience working in the MENA region is required; experience in Tunisia is strongly preferred
  • Excellent speaking, writing, reporting and other communications skills in English and French; proficiency in Arabic strongly preferred
