About the Programme

SPARK is implementing FEMFOCUS, a five-year programme in Tunisia and Morocco funded by the Dutch Ministry of Foreign Affairs (MFA). The programme aims to strengthen women’s economic empowerment by supporting women-led and women-focused civil society organisations and strengthening the wider ecosystem in which they operate. The programme will work with a large portfolio of partner organisations through sub-grants, capacity strengthening, learning and collaboration.

SPARK is seeking a MEL Coordinator to coordinate the implementation of the programme’s Monitoring, Evaluation and Learning (MEL) system in Tunisia and support high-quality monitoring, partner reporting, learning and evidence-based programme management.

Role Summary

The MEL Coordinator is responsible for coordinating day-to-day MEL implementation in Tunisia. The role applies the programme-wide MEL framework, tools and methodologies, supports programme partners and staff, verifies and analyses monitoring data, and contributes to reporting and learning. The Coordinator works closely with the Programme Manager and programme team and receives technical guidance from SPARK’s HQ M&E Manager. The role does not own the programme-wide MEL strategy or redesign the overall MEL framework.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Coordinate implementation of the programme MEL framework, results framework, indicators, monitoring tools and reporting processes at country level, in line with SPARK and MFA requirements.
  • Maintain country-level indicator tracking, monitoring databases, dashboards and supporting records, and ensure monitoring information is complete and up to date.
  • Coordinate the collection, consolidation and review of quantitative and qualitative data from programme staff and partner organisations.
  • Review partner MEL reports, indicator data and means of verification for completeness, consistency and quality, and follow up directly with partners on gaps or corrections.
  • Carry out regular data quality checks, field monitoring visits, spot checks and verification of programme and partner results, and document and follow up findings.
  • Coordinate country-level inputs to baselines, endlines, surveys, assessments, evaluations and other monitoring exercises, working with the HQ M&E Manager and external specialists where relevant.
  • Monitor progress against the programme logframe, indicators, targets and milestones; analyse trends and flag delays, data quality issues or results requiring management attention.
  • Prepare MEL inputs for donor reports, programme progress reports and management reviews, ensuring that reported results are supported by reliable evidence.
  • Provide practical guidance and support to partner organisations on indicators, data collection, reporting, means of verification and data quality requirements, and identify MEL capacity-strengthening needs.
  • Support Programme Officers and other programme colleagues to use MEL tools correctly and integrate monitoring evidence into programme follow-up and partner support.
  • Coordinate country-level learning and reflection activities, document lessons and good practices, and support the use of evidence to improve programme implementation.
  • Contribute to case studies, learning products and evidence for programme communications, ensuring that results and claims are supported by verified data.
  • Ensure MEL activities and data management follow applicable requirements on data protection, safeguarding, gender sensitivity and inclusion.
  • Coordinate regularly with the MEL Coordinator in the other programme country and the HQ M&E Manager to ensure consistent application of programme MEL systems across Tunisia and Morocco.
  • Perform other MEL-related duties appropriate to the position as required.

Requirements and Skills

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Policy or another relevant field; a Master’s degree is an asset.
  • At least 5 years of relevant professional experience in monitoring, evaluation and learning, including partner monitoring and field-level implementation.
  • Practical experience with results frameworks, indicators, data collection, data verification and donor reporting in development programmes.
  • Experience reviewing partner monitoring reports, means of verification and programme data, and following up on data quality issues.
  • Experience conducting field monitoring, data quality checks, surveys or other monitoring and assessment exercises.
  • Good practical understanding of Logical Frameworks, Theory of Change and Results-Based Management.
  • Strong Excel skills and experience with data analysis and visualisation; experience with Power BI or similar tools is an asset.
  • Experience with Kobo, ODK or similar digital data collection tools is an asset.
  • Experience supporting or training partner organisations on MEL requirements and tools.
  • Experience with institutional donor-funded programmes; familiarity with Dutch MFA requirements is an asset.
  • Strong analytical skills, attention to detail and ability to present monitoring information clearly and practically.
  • Good organisation and coordination skills and ability to manage multiple reporting and monitoring deadlines.
  • Ability to work collaboratively with programme teams and partner organisations.
  • Fluent Arabic and French, with good professional English.
  • Willingness to travel within the country for partner monitoring and programme activities.
