SUMMARY
The Monitoring, Evaluation, Learning and Reporting Specialist is responsible for assisting USIP’s Tunisia country programs especially the USIP’s Local Solutions to Environmental Crises program with project reporting and analysis of monitoring and evaluation data capturing learnings; contributing to program design activities including the development concept notes and proposals; developing necessary systems to constantly track project implementation; ensuring quality control of results, and supporting efforts to promote the Institute’s activities externally. This position will report to the Tunisia Country Director, and work closely with the Program Manager, project staff, and other Middle East North Africa staff.
This is a full-time Personal Services Contract position is based in Tunis and is open to all applicants.
MAJOR DUTIES AND RESPONSIBILITIES
Reporting Support
The position will support USIP’s Tunisia country programs with to ensure high standards of internal and external reporting through the following responsibilities:
Project Reporting
- Keeps up-to-date the guidance for reporting at the country office level for USIP’s Tunisia country programs, as well as tracking and streamlining of donor reporting.
- Provides effective quality assurance support to project leads to collate and compile reports on activities, outputs, and outcomes to finalize project bi-weekly, monthly, quarterly, and annual reports and ensure accuracy and timely submission.
- Supports drafting and refining of reports as needed.
Analyzing Project Monitoring and Evaluation Data
- Coordinates with project leads to collect, consolidate, and organize project activity monitoring and evaluation data for easy access and knowledge management designed to streamline the reporting process.
- Analyzes project activity monitoring and evaluation data, as requested by project leads, that will inform regular project reporting and other products to describe project and country program impacts.
- Develops and maintains monitoring tools and systems to track project performance and outcomes.
- Assists in conducting evaluations and impact assessments to measure the project’s success.
- Ensures data quality and accuracy and implements quality control measures for monitoring and reporting.
Business Development Support
- Supports identifying and drafting concept notes and proposals with relevant project and program officers.
Program Support
- Assists with the preparation of strategic briefs and talking points based on project reporting information to facilitate donor and partner relations.
- Produces promotional materials for funders and external partners.
- Develops program and project factsheets and compiles stories from the field to inform the general public of USIP’s work regionally.
- Supports the Tunisia Country Manager and project leads in program mapping and deliverable tracking across projects.
- Contributes to activity design and implementation as requested by the Tunisia Country Director and in coordination with the project leads.
Performs other duties as needed.
QUALIFICATIONS
- Bachelor’s degree in international relations, environmental science, public administration, peace studies, conflict resolution, or a related field.
- Four (4) years’ experience managing data collection and reporting. and technical assistance.
- Proficiency with database management.
- Excellent writing skills.
- Strong skills in analyzing and interpreting data, identifying errors, and preparing reports.
- Knowledge of Tunisian conflict and political dynamics required; environmental, climate, and peacebuilding, thematic expertise preferred.
- Relevant work experience in a non-governmental organization (NGO), government agency, or private company.
- Strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
- Must have excellent interpersonal skills.
- Proficiency in English, both written and oral required. Proficiency in French and Arabic is preferred.
