- Contract: FTC -1 year renewable
- Working hours: Full time, 40 hours per week
- Holidays: 25 days per year plus public holidays
- Starting Salary: 33863 – 39200 TND NET per annum. Salary will be determined based on the candidate’s experience, qualifications, and relevant competencies.

- Special Conditions: This position may require occasional internaland external travels.
ABOUT THE ROLE
The MENA Media Programme Officer will support ARTICLE 19’s efforts in the MENA region to advocate, promote and protect media freedom, pluralism, independence, diversity, inclusivity, and enabling civic, digital, legal, and institutional environment for media, in line with ARTICLE 19’s policies and strategy. Your primary role will be to ensure the design and implementation of ARTICLE 19’s strategy for the MENA Media program. This includes monitoring legislative, practical frameworks and judicial developments concerning freedom of expression and freedom of the media in the main priority countries of the MENA region.
You will be responsible for proposing appropriate responses and adapting ARTICLE 19’s strategy for the Media program to accommodate contextual changes.
You will be responsible for overseeing and managing the MENA Media projects, including planning, coordination, implementation, monitoring, (including budget monitoring), and evaluation. Your role will involve ensuring the proper implementation of Media activities, such as research and studies, seminars, training, and workshops. Additionally, you will design planning, write concept notes, develop reports for internal use and donors, and contribute to communication and fundraising efforts.
You will be also responsible for identifying and developing new contacts, partnerships, and areas of work to expand ARTICLE 19’s network in the MENA region. Your role will involve coordinating with key stakeholder and partners in the media sector at the national and regional levels.
KEY RESPONSIBILITIES
- Monitoring & Strategy Development
- Monitor the legislative, practical frameworks, and judiciary developments relating to freedom of expression, and freedom of media in the main priority countries of the MENA region and propose appropriate responses based on the monitored developments;
- Identify and develop new contacts, partnerships and areas of work to expand ARTICLE 19’s network in the MENA region within the framework of the MENA Media program;
- Ensure the design of new activities and projects, in accordance with the MENA Media strategy of ARTICLE 19;
- Lead the implementation and adaptation of ARTICLE 19’s strategy relating to the Media program;
- Ensure the appropriate monitoring and documentation of the results of the Media
- Program, projects and activities.
- Programme Management
- Ensure the proper and strategic design, planning, and budget monitoring of projects and activities under the MEDIA program in the MENA region.
- Manage the implementation of the activities of the Media Program, ensuring coordination and the deliverables and results of the Media projects in the MENA region;
- Organize workshops, training, meetings, and seminars within the framework of the MEDIA projects. This includes identifying and inviting participants managing activities’ logistics in coordination with the Office Assistant, writing reports;
- Coordinate with external consultants and service providers to ensure the proper accomplishment of activities and deliverables under the MEDIA projects, ensuring quality deliverables according to respective ToRs, requirements and specifications;
- Foster collaborative relations with partners, target groups and beneficiaries of MEDIA projects;
- Develop narrative and financial reports relating to the Media program for the international office or for donors;
- Fundraising
- Take the lead in fundraising efforts for the Media program, actively contributing to the development of new funding proposals in coordination with the MENA team and with the support of the fundraising team;
- Collaborate closely with the team to identify funding opportunities that align with the goals and objectives of the MEDIA program;
- Serve as the focal point for current donors of the Media Programmes, ensuring effective communication, reporting, and relationship management;
- Engage with potential donors, establishing and maintaining relationships to promote the Media program and secure funding for its activities;
- Provide input and support in the preparation of budgets and financial documentation for funding proposals;
- Contribute to the overall fundraising strategy and efforts of ARTICLE 19, sharing insights and lessons learned from the Media program;
- Communication and Advocacy
- Identify opportunities for engagement and advocacy at the national and regional levels within the context of the Media Programme, and plan and implement appropriate interventions.
- Contribute to the drafting position papers, and other advocacy documents to support the promotion of free, pluralistic, and independent MEDIA in the MENA region.
- Participate in policy dialogues, consultations and other relevant forums to advocate for and defend freedom of expression and MEDIA in the MENA region.
- Contributing to developing and delivering effective communication strategies to raise awareness about MEDIA issues in the MENA region.
- Assist in the drafting of reports and other materials for ARTICLE 19, including content for the MENA regional website.
