Team Purpose

Lead, coordinate and support media and communication work and needs for the programs and the office including the development of strategies, production of relevant material, designing activities overseeing the implementation of some, and managing social media.

Job Purpose – Key Responsibilities and Accountabilities:

Direct Program Media & Communication Responsibilities (65%)

  • In close coordination with the program team, lead the development of the program/s communication strategy and ensure its implementation, directly or indirectly.
  • Contribute to the development of risk analysis and mitigation plans for each program, in relation to media and exposure, and provide adequate factual based recommendation to the Program Focal Point and CD.
  • Regularly monitor and mentor the program/s M&C related activities and tasks, in close coordination with the program team.
  • Responsible for the production of programs’ related materials, including press releases, statements and talking points, stories, collateral material and any material for public use.
  • Ensure sufficient and compliant sign off processes for all programs’ related products, as per Oxfam and donors’ policies.
  • Indirect implementation could be through delegating the work to a staff member and/or contracting an external party.  In both cases, the M&C Officer is responsible to ensure the selection of the right implementation party, providing them with the support needed to ensure the adequate implementation and timely and quality delivery of outcomes.
  • Following, the M&C Officer will be responsible for drafting ToRs and managing any related recruitments and consultancies together with operation team and in full coordination with the Program Lead/s.
  • Manage and support the program/s related social media activities, including managing risks, sign-off, and other associated protocols.
  • In close coordination with the relevant program/s influencing staff and activities, provide the necessary media and communication support, including the use of digital media technology.
  • Actively take part in all program/s related meetings and ensure ongoing sufficient and effective coordination and collaboration with all team members.

Information management and capacity building (15%)

  • Maintain sufficient understanding and knowledge of M&C and branding related policies, regulation and steer, of Oxfam and other relevant key stakeholders, including donors.
  • Ensure the relevant staff have sufficient understanding and efficient implementation of the M&C policies and steer through sharing information updates and organizing internal session.
  • Contribute to and support improving partners’ capacity in developing M&C strategies, plans and implementing activities and campaigns, directly to indirectly and in full coordination with the program/s team.
  • Monitor and make accessible the results and impact of the office and program/s media and communications work in Tunisia.

Strategic, Branding and Data Security Oversight (15%)

  • Support in conducting risks analysis and mitigation plans for programs and the office.
  • Contribute to producing general country related materials, such as SitReps, newsletters, other general updates, etc.
  • Actively engage in and support the development of the country office Media and Communication strategy, in close coordination with other relevant team members.
  • Proactively engage in advancing the exposure of Oxfam in Tunisia’ work internally and externally.
  • Maintain and expand Oxfam’ existing media relationships through identify, establishing and cultivating new relationships with key local and international media, and other relevant external contacts, and compile and maintain contacts, partners and general databases.
  • Support the development of media activities in new proposals, where needed.
  • In close coordination with the Business Development and Funding Coordinator and the Program Manager, contribute to promoting Oxfam in Tunisia’s through media and communication products and actions aimed at key stakeholders, including donors.
  • Contribute to contingency and emergency planning and, if necessary, coordinate global efforts at peak times.

Other Responsibilities (5%)

  • Contribute to creating and maintaining healthy professional relations and atmosphere at the office.
  • Actively participate in staff meeting and other related meetings, as well as in strategic planning workshops, etc.
  • Contribute to the recruitment and induction of new staff members in relevant positions and provide support to help their integration to the team, where needed.

Technical Skills, Experience & Knowledge

Essential

  • Minimum of 6/7 years of relevant job responsibilities and work experience in related fields and preferably with similar type of organization (national and/or international NGOs).
  • Solid understanding of and experience in working in Tunisia, Egypt and/or other countries in the region and good understand of the context/s.
  • University degree in related fields, or proven equivalent and sufficient experience and/or alternative type of relevant education.
  • Efficient and fluent in speaking, reading and writing in Arabic, English and French.
  • Proven experience in designing media and communication strategies, and action plans.
  • Excellent writing skills, especially in drafting press releases, SitReps, general statements and talking points, stories, collateral material, etc.
  • Excellent communication, coordination and facilitation skills.
  • Sufficient knowledge and familiarity of the civil society and the media fields in Tunisia and North Africa.
  • Strong analytical thinking and risk analysis.
  • Experience managing global brand with diverse stakeholders.
  • Experience in conducting or supporting capacity building to staff and partners.
  • A history of creativity-driven work and initiative.
  • Excellent teamwork and spirit with ability to work independently.
  • Time and priority management.
  • Ability to handle multiple priorities and to work under pressure and with tight deadlines.
  • Commitment to Oxfam’s values and ways of working and to Oxfam’s objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions.

Desirable

  • Knowledge of, and commitment to, international development and a strong understanding of Oxfam’s mission and vision.
  • Experience in advocacy and campaigning.
