Media & Communication Manager

Project Background:

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management.  FAST focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Specifically relating to this appointment, FAST works to strengthen communications between the Ministry of Finance and the public to build a common understanding of the constraints to, and opportunities for, economic growth and expansion.

Purpose: 

The Media & Communications Manager will develop and oversee FAST’s key development activities related to the objective of improving communications, engagement and consultations between the Ministry of Finance, private sector and civil society.

Responsibilities and Key Tasks:

• Develop a strategy for cost-effective content and tools for the Ministry of Finance to enhance and extend its reach in terms of public communications.
• Develop a training program to build the media management and communications skills of senior MoF management
• Assist the MoF to develop and improve its internal communications systems
• Develop institutional forums and platforms for the MoF to engage and consult broader public policy and economic issues.
• Assist the MoF in developing a plan for outreach and media engagement.
• Develop and coordinate with FAST Capacity Building Advisor a plan of internal communication for PFMIS implementation.
• Other duties as required.
