PROGRAM BACKGROUND:

ABA ROLI is a non-profit program that implements legal reform programs in roughly 40 countries around the world. ABA ROLI’s host country partners include justice sector partners and a wide array of civil society organizations, including human rights groups. This is a part-time, 6 month and up to 11 days per month, position to begin May 2021, with the possibility of extension based upon performance, need, and funding. 

 

The Expanding the Probation System in Tunisia project is assisting to increase the use of alternatives to incarceration in Tunisia. Whether probation becomes a trusted, mainstream option as an alternative to incarceration and pre-trial detention depends, in part, on the active, informed involvement and buy-in of a variety of stakeholders, including justice sector professionals, civil society organizations (CSOs), and public and private community stakeholders, among others.

 

JOB SUMMARY:

ABA ROLI seeks a Media and Communications Officer (MCO) to oversee the implementation of a public awareness strategy and campaign for the expansion of Alternatives to Incarceration in Tunisia. The expert will work with ABA ROLI staff in the field and other locations to manage the successful implementation of the project’s public awareness strategy to increase awareness of alternatives to incarceration including probation, among the public and private sector.

The strategy will be used to develop media and outreach campaigns across Tunisia in general and specifically in seven relevant governorates. The campaign may include activities such as short public television spots, radio programs, brochures, workshops, and other community-based public awareness activities.

 

RESPONSIBILITIES:

Under the guidance of ABA ROLI program staff, the MCO will:

 

  • Review the communications strategy for public awareness of ATI’s in Tunisia;
  • Coordinate with the Media and Communications Expert during the drafting process to ensure that the strategy is appropriately drafted and meets ABA deliverable standards;
  • Identify methods of successfully implementing the strategy;
  • Assist in identifying and developing themes for media campaign content;
  • Advise on identifying a media and communications expert or organization to develop and implement media and communications products, including drafting and reviewing requests for proposals;
  • Oversee the development and implementation of media and communications products, and ensure that they meet ABA standards for quality and timeliness; 
  • Developing tools such as surveys or questionnaires to monitor the effectiveness of the media and communications products;
  • Attend ABA awareness raising events and monitor the effective implementation of the communications products, while providing feedback and input on refining them;
  • Regularly meet with ABA ROLI staff regarding the development of the strategy and content; and 
  • Complete any other activities as assigned by the Technical Director, Program Advisor, or Country Director. 

Critères d'éligibilité

  • Degree in Public Relations, Communications, Political Science, Law, or foreign equivalent required;
  • Five to seven years of experience related to communications, public awareness, and community-based outreach in Tunisia;
  • Experience in developing content for print media, radio, television, and online distribution;
  • Experience coordinating workshops and roundtable discussions with civil society organisations;
  • Experience working with rule of law / justice projects highly desirable;
  • Extensive knowledge of media industry in Tunisia;
  • Experience in developing and managing media and public awareness campaign budgets, schedules, and sub-contractors;
  • Working knowledge of MENA region and/or experience working in politically sensitive contexts is highly desirable;
  • and Excellent written and verbal communication skills.
  • Fluency in Arabic and French (English is a plus); Excellent computer literacy, knowledge of MS Office and Google software and applications;
  • Ability to work independently and as part of a team;
