As an international medical humanitarian organization Médecins sans Frontières (MSF) strives to provide free medical assistance to vulnerable populations affected by natural disasters, armed conflicts, disease outbreaks and suffering from a lack of access to health care. MSF offers neutral and impartial assistance regardless of race, religion, gender, or political affiliation.
MSF is an independent and non-profit organization founded in 1971. Today, it is a worldwide movement working in 70 countries around the world.
Main Purpose:
To participate in the definition, implementation, coordination and supervision of operational communication activities according to MSF standards in the mission.
The FCM will specifically focus on enhancing the mission comms toolbox and assessing needs for further guidance and tools, providing strategic support to develop local and national comms and produce contents
Main tasks:
Mission comms toolbox
- The FCM will update the Libya media contact list including foreign correspondents covering Libya from the country or from Tunis, major Libyan media, and AV contacts. The FCM will draft media guidelines to frame media requests and visits.
- In an attempt to formalize intersection validation processes and risk analysis, the FCM will contribute to draft Libya CCF
- The FCM will assist with finalization of institutional comms tools (flyers MSF in Libya) and will assess needs for further tools and advise accordingly.
Local and national comms
- FCM will start to analyze the local and national communication needs and opportunities based on current operational activities and objectives.
- Based on this initial analysis, the FCM will provide recommendations to respond to the priority needs identified and seize opportunities to better inform, influence, and engage local and national audiences on humanitarian and medical topics of relevance to MSF in Libya
- The FCM will review the social media analysis in Libya delivered by Dubai office and will provide recommendations on how to make best use of MSF Arabic Facebook and other digital topics. The FCM will involve Deputy Head of mission in all the above discussions and reinforce his capacities to engage in national and local comms activities.
- When appropriate, the FCM proposes digital contents production for dissemination on existing MSF social media platforms (mostly MSF Arabic Facebook page through geotargeted posts and Facebook ads) and monitor its impact to draw lessons for the future.
- When appropriate, the FCM supports the mission with local events and the production of communication and visibility contents targeting local and national levels (eg new activities opening in BW)
Content production
- In close collaboration with CA and under the supervision of Head of mission, the FCM follows up updates on MSF operations in Libya and its context, gathers information and testimonies with a view to use it for public communication and proposes angles and stories when relevant.
- In particular, the FCM will look into new (or not yet used in Libya) ways to convey MSF messages and positioning on migration through innovative angles and tactics and/or by encouraging others / allies in Libya to speak out.
- The FCM supports broader / international operational communication initiatives as they are being developed and implemented.
- The FCM supervises visual and may organize visit of professional photographer / photography project to Libya in link with CA
Media management
- Where appropriate, the FCM may facilitate activities (interviews, visit of OCP projects, press briefing, ..) with international and national media correspondents and pitch stories in line with messaging and priorities agreed by HoM and CA.
- The FCM supports as needed spokesperson ahead of interviews and other media activities and may provide a media training to key staff in the mission (ENG, AR, FR)
- The FCM provide technical support to key staff in the mission and coordo to ensure good and time-efficient media monitoring
Reporting and additional tasks
- The FCM produces regular reports on achieved results and future priorities.
- He/she maintain regular contacts with other communication staff in the country to share plans and updates on MSF communication.
