Objective MONITORING, EVALUATION ACCOUNTABILITY AND LEARNING Training on MEAL

standards

Start date: February 2024

Specific considerations:

 

  • PURPOSE OF THIS CONTRACT

 

The main assignment of the MEAL expert is to train and develop the capacities of Oxfam partners on MEAL standards, knowledge, skills, tools and competencies necessary for effective monitoring, evaluation, learning and accountability of their actions.

 

The objective is to enable project’s partners in North Africa to have a deeper understanding about MEAL systems and to enable them to master MEAL tools to collect, manage, analyse, and report data autonomously.

 

  • To train Oxfam partners on MEAL standards, including how to design and implement effective monitoring and evaluation systems, develop accountability mechanisms, and promote a culture of learning ( knowledge sharing and management) .

 

  • To strengthen the capacities of Oxfam partners to design and implement a comprehensive log frame management that clearly articulates the goals, outcomes, and impact pathways, and defines the indicators and data needed to measure progress and achievement.

 

  • To facilitate the development of a robust MEAL framework that includes clear roles and responsibilities, standardized data collection and analysis protocols, and a system for regularly reviewing and using data to inform decision-making.

 

  • To supports the partners in developing a learning agenda that apply the best practices and lessons learned, based on the data collected through the MEAL framework.

 

  • BACKGROUND AND CONTEXT

Oxfam is an international confederation of 20 affiliates networked together in more than 90 countries and committed to ridding the world of poverty and injustice. To achieve this, we support local projects in developing countries, we lobby governments and companies to consider the interests of the poorest people and we campaign to involve citizens in

our work. We implement our programs by working with local NGO partners and civil society organizations and engaging with private sector and governments.

 

As part of its program on Civic Space, Oxfam and its partners are working on enabling, all citizens and community groups to organize and act in a free, secure and respectful civic space of rights. This is through promoting the expansion of civic space, defending and protecting its actors, and influencing for the emergence of an enabling environment. Under this program Oxfam is supporting 8 partners across the region.

 

  • SCOPE OF WORK

Specific tasks related to this scope of work are outlined as:

Result 1: Training in MEAL

  • Assess the needs and capacity of 4 partners and staff
  • Report on the needs assessment
  • Develop all required training documents
  • Incorporate all feedback and comments from the program team
  • Provide training on set schedule and signed agreement

 

Result 2: Support Partners and project team in improving their MEAL process

  • Assess the MEAL Plan of the project and the program implementation is on track.
  • support Oxfam partners in improving their respective MEAL Plans and reporting
  • Produce and submit a mission report with clear indicators on how this activity enhanced partners capacities

Result3: Support Partners and project team in improving their MEAL process

  • Document in a separate annex to the initial report, as supplementary documentation to the main report, offering a comprehensive understanding of the Meal Consultancy Accompaniment process by :
  • Capturing 4 Story of Change achievements,
  • Outlining the transformative journey, capturing key milestones, challenges, and the positive impact achieved throughout the project.
  • Provide transparency on initial expectations and the project partners’ fulfillment during project implementation

 

  • DELIVERABLES

The mission will be conducted between February and March. The estimated number of working days is 25 days and will be discussed further based on the technical proposal of the selected consultant.

Oxfam Team will:

  • Provide guidance to the expert
  • Review all training documents, agenda and schedule and provide feedback

  • Arrange logistics, transportation and accommodation for the expert
  • Provide necessary documents to the expert for his reference based on the signed agreement

 

  • PROFILE REQUIREMENTS

A consultant or a team of consultants may submit a proposal for this offer. We are looking for the following qualities in the person responsible for this mission:

 

    • Demonstrated experience in facilitating workshops;
  • Proven experience in Monitoring and Evaluation, in particular through the design, development and implementation of MEAL system.

  • Experience in conducting M&E training with INGOs/LNGOs or CBOs
  • Able to deliver trainings in Arabic language
  • Fluency in Arabic, as well as proficiency in English, both written and oral, is required
  • Ability to collaborate with Oxfam staff to provide mentoring support during and after the training
  • Strong knowledge and experience in Monitoring, Evaluation, Accountability and Learning (MEAL) methodologies and standards, including the development of MEAL frameworks, indicators, and data management systems;
  • Experience in conducting needs assessments, designing and implementing MEAL plans, and analyzing and reporting on program data;
  • Demonstrated ability to provide training and capacity-building support to project staff and partners on MEAL concepts and tools, and to develop and facilitate training sessions;
  • Excellent communication skills, including the ability to communicate complex concepts and data to a diverse range of stakeholders, and to produce high-quality reports and presentations;
  • Experience working in development contexts, with knowledge of the context and challenges of the specific region (NAF Sub-region)
  • Familiarity with Oxfam MEAL standards and frameworks, and a commitment to ensuring that program interventions are accountable to affected populations and promote learning and continuous improvement;

Clarifications

Any questions, remarks or requests for clarification can be sent up to 7 days before the submission deadline in writing. The (anonymised) questions will be answered to all applicants.

Administrative compliance (list of documents to be submitted)

Applications must be submitted and prepared in [English] or [French] (except legal documents) and received by the deadline.

To be shortlisted for evaluation against award criteria, the following documents must be included in the application:

  • All prices must appear in Euro or equivalent in Tunisian National Dinar, with and without VAT (specify the VAT rate if applicable)
  • The total budget, which must include a detailed breakdown of costs by [deliverables / day / working hours].
  • The total budget proposed by the Consultant must include all costs that will be invoiced to Oxfam in the financial offer1:
    1. all technical services and activities e.g. research, report writing, analysis, instrument development costs;
    2. office related costs e.g. communications (phone), printing, IT costs (laptop), mail/courier;
    3. travel related costs if applicable (including flights, taxi, car, visas, vaccination, prophylaxis, accommodation, food);
    4. relevant insurance;
    5. and travel to destination and from countries (economy class) if applicable.

Please provide a detailed breakdown of your daily rate and the number of days and resources required per activity, as well as the associated cost.

3 Curriculum Vitae(s) (CV) of the proposed consultant(s), proving relevant experience and/or qualifications. If multiple people are involved, an outline of roles/ responsibilities

also needs to be included.

Evaluation and award criteria

Incomplete applications will not be assessed, only quotations that meet the administrative criteria will be assessed. Award decisions will be based on best value for money criteria covering both technical quality and price.

The award criteria are assessed according to the following distribution of points:

Oxfam withholds the right to conduct interviews with one or more potential suppliers before an award decision is made. Purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of the potential suppliers and their teams.

 

  • OTHER CONDITIONS

Issuance of this Terms of Reference does not constitute an award commitment on the part of Oxfam, nor does it commit Oxfam to pay for costs incurred in the preparation and submission of a call of proposals.

The attached Annexes are an integral part of this Request for Proposals.

Oxfam may contact bidders to confirm contacts, addresses, bid amount and to confirm that the bid was submitted for this solicitation.

Quotation validity

  • The quotation shall be valid for 30 days from the date of submission. If this is not possible, the bidder may propose a different timeframe.
  • If the bidder is awarded the contract, all information provided in the quotation and negotiation process is contractually binding.

False statements

Bidders must provide full, accurate and complete information as required by this solicitation and Annexes. False statements in bids constitutes grounds for immediate termination of any agreement with the supplier. OXFAM takes fraud, misstatements, falsification, manipulation, alteration of facts and/or documents very seriously, has a zero tolerance policy to such behaviours, and may choose to take legal action in a case of misrepresented disclosures by Contractors.

Conflict of interest

Bidders must provide disclosure of any past, present or future relationships with any parties associated with the issuance, review or management of this solicitation and anticipated award. Failure to provide full and open disclosure may result in Oxfam having to re-evaluate the selection of a potential bidder.

Right to Select/ Reject

Oxfam reserves the right to select and negotiate with those firms it determines, in its sole discretion, to be qualified for competitive proposals and to terminate negotiations without incurring any liability. Oxfam also reserves the right to reject any or all proposals received without explanation.

Reserved rights

All applications and quotes become the property of Oxfam, and Oxfam reserves the right in its sole discretion to:

  • To disqualify any offer based on applicant’s failure to follow solicitation instructions
  • To waive any deviations by the applicant from the requirements of this terms of reference that, in Oxfam’s opinion, are considered immaterial defects requiring rejection or disqualification; or where such a waiver will promote increased competition
  • Extend the time for submission of responses after notification to all applicants
  • Terminate or modify the process at any time and re-issue the request for quotation to whomever Oxfam deems appropriate
  • Issue an award based on the initial evaluation of offers without discussion
  • Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities
