MEAL Officer – Rose

 

About the project:

“Strengthening Emerging Civil Society in Tunisia” (Rose) is a five-year project, led by a consortium formed by Oxfam, Avocats Sans Frontières (ASF) and the Tunisian Forum for Economic and Social Rights (FTDES). The general objective of the project is supporting the contribution of the emerging civil society to the consolidation of the rule of law and development in Tunisia. It aims at contributing to a more autonomous civil society (CS) and reinforcing its role as an influential actor of change.

The project has 4 main pillars: Capacity building and accompaniment through three “accelerators” in the South, Middle and North of Tunisia, a funding mechanism, collaboration on influencing policies, and contributing to an enabling and sustainable environment for civil society.

Supporting emerging Civil Society in Tunisia through:

  • Building and Reinforcing the Capacity of Civil Society Organizations.
  • Support the Influencing and Advocacy efforts.
  • Provide Financial support through Sub-grants to Civil Society Organizations.
  • Ensure the Sustainability of the environment of civil society beyond the five-year period of the project.

The role:

  • MEAL (Monitoring, evaluation, accountability and learning) Officer

Conditions of the Contact :

  • Type of contract: Fixed term contract (CDD)
  • Duration of the contract: 1 year
  • Work schedule: Full time (40 hours/week)
  • Location: Based in Tunis, with frequent travel in the field in Tunisia
  • Salary conditions: In accordance with ASF‘s salary scale and Human Resources policy in Tunisia.
  • Line manager: Capacity Building Unit under the supervision of the Project Manager.
  • Start date: As soon as possible.

Main objectives of the positions:

  • The Monitoring, Evaluation, Accountability and Learning (MEAL) officer is responsible for all planning, monitoring, documentation, learning and research activities, both quantitative and qualitative for the ROSE project.
  • This position is crucial to the management and implementation of the project by providing a strong evidence base and continual learning to improve monitoring of programs, and ensure that lessons learnt are built into improved program delivery.

Key Responsibilities and Accountabilities for the MEAL officer:

  • Ensure the implementation and execution of a monitoring and evaluation system for the ROSE project.
  • Ensure the project baseline is planned, coordinated and implemented.
  • Work with partners to ensure quality programming and adherence to minimum standards including the consortium members’ standards, values and principles (Gender, Diversity, etc.).
  • Update the monitoring indicators of ROSE program and alert of deviations.
  • Consolidate, process and make usable and visible the data collected (in particular those documenting the achievement of “outputs”, “outcomes”, etc.) by the program manager and other stakeholders.
  • Gather information/data and produce monitoring and learning documents for communication and/or training purpose: success stories, project main achievements etc.
  • Participate in the drafting of periodic narrative reports (quarterly, annual) by ensuring their consolidation in relation to the logical framework, the planned indicators and the contractual obligations with the donors.
  • Organize capacity building sessions in impact measurement for the project’s team, partners and beneficiaries.
  • Work closely with the Project Management Unit/Capacity Building Unit, and Influence and Advocacy Unit in coordination with the program manager to identify and monitor and measure indicators.
  • Write program log-frames and MEAL sections to support the continual improvement of program design:
  • Organize and lead learning and innovative opportunities aimed at improving project effectiveness
  • Ensure that projects have a system to track information produced to help report to donors and the management.
  • Attend, support, and monitor project activities as needed
  • Lead project mid-term and final evaluations processes
  • Support the project finance coordinator in ensure the budget spending Vs results monitoring, as well as monitoring of budget dedicated to MEAL activities (main budget and subgrantees budgets)
  • Ensure subgrantees access to MEAL tools and trainings.

Technical skills, experience and knowledge required for the position.

Required profile :

  • University degree in a field relevant to development and related to the project’s areas of intervention in Tunisia.
  • At least 2 years of professional experience in a similar position.
  • Knowledge of the context of civil society in Tunisia, particularly associations working in development and human rights.
  • Experience with theoretical and practical background in research or MEAL and knowledge of qualitative and quantitative methodologies and techniques used.
  • Experience with data management including the ability to structure and collate data sets for ease of analysis.
  • Fluency in Arabic and French, both written and spoken. Fluency in English is an asset.
  • Availability and flexibility to travel in the regions, with the possibility of spending nights outside Tunis.
  • Excellent interpersonal, communication and working skills in a multidisciplinary and multicultural environment.
  • Ability to learn quickly and share knowledge with partners and colleagues
  • Demonstrated ability to develop and maintain effective work relationships with counterparts
  • Ability to work independently and to maintain flexibility in working hours.
  • Demonstrated effective organisational skills and ability to handle work in an efficient and timely manner.
  • Demonstrated ability to manage multiple priorities and work under pressure and tight deadlines
  • Commitment to the consortium’s values, working methods and goals of gender equality, adherence to the principle of diversity and a needs-based approach to the most marginalized in all its work.
  • Flexibility to perform additional activities as required to meet the employee’s skill development needs within the organization.
  • Good command of Microsoft Office.
