Oxfam Novib “Country” is looking for a “MEAL Coordinator”

 

Duty station: Tunisia
Type of appointment: Fixed-term Contract 
Contract duration: 12 months” (“With Possibility of renewal”)
Work schedule: Part-time 0,7FTE (28 hours per week)
Reports to: SEE Program Manager
Salary & Scale: According to Oxfam salary scale and HR policy and conditions in Tunisia
Grade C2

CONTEXT

Description of Protect, Systems for Enabling Environment 

The “EU system for an enabling environment for civil society – Flexible Support Mechanism” project (SEE) is a Euro 21 million program for six years founded by the European Commission in the framework of the EU System for an Enabling Environment (SEE) for Civil Society. It aims at improving civil society partners’ capacity and ability to detect and respond to situations of a deteriorating enabling environment, as well as strengthening positive developments. 

The Program will establish a Flexible Support Mechanism with Financial Support to Third Parties to respond to the need for flexible and timely financial support for civil society in situations changing enabling environment. Different typologies of funding will be available to Civil Society Actors (CSAs) in the 86 EU SEE countries across four regions worldwide (MENA, Sub-Saharan Africa, Americas and The Caribbean, Southern Neighbourhood). The project includes a Linking and Learning component as a key component of the action for building solidarity and a continued source of learning to support civil society actors’ efforts in jointly defend civic space and strengthen the enabling environment, the action’s L&L strategy will be co-developed with CSAs. 

 

OBJECTIVE OF THE POSITION

The Monitoring Evaluation Accountability and Learning (MEAL) Coordinator will lead on ensuring quality delivery of the SEE programme against its global results framework. The MEAL Coordinator will focus on planning and implementation of MEAL activities with SEE grantees and partners as well as overseeing the MEAL activities for SEE’s consortium. The MEAL Coordinator will work in close contact with the consortium partners counterpart to design and implement programme wide MEAL activities, ranging from capacity strengthening of grantees partners on MEAL, to actual monitoring, documentation, and reporting of MEAL data. The MEAL Coordinator will work closely with the Linking and Learning Coordinator and will also play a key role in collecting and systematising information on grants, lesson learnt and best practices. The MEAL Coordinator will also contribute to the improved information flow and use/analysis of existing data. 

The MEAL Coordinator is a member of the Program Management Unit (PMU) of the SEE program. The MEAL Coordinator will closely work with the L&L Coordinator and the MEAL coordinators for other Consortium members.

KEY RESPONSIBILITIES

  1. Lead within the SEE program to ensure programme quality, monitoring, evaluation, accountability and learning in the SEE program implementation.
  2. Design a MEAL framework for SEE
  3. Lead on monitoring of the delivery of the programme against the SEE programme results framework, taking into account Oxfam (Novib) results framework 
  4. Co-lead on the operationalization and implementation of the SEE MEAL activities while ensuring the MEAL strategy is effective and responsive to needs of country teams and grantee partners, and compliant with European Commission standards and guidelines
  5. Co-develop global-level plans and reports related to the progress and impact of the SEE programme, with the consortium partners counterpart
  6. Together with SEE consortium partners, develop program level MEAL baseline, MEAL plans and reports aligned to the global results framework
  7. Co-coordinate the overall programme information gathering and impact measurement process and makes sense of country-level outcome and output data 
  8. Process project monitoring and evaluation information of the global grants in the programme registration system
  9. Make monitoring and support visits to analyse the progress of the programme and provide support to country teams, partners and stakeholders in effectively meeting the requirements of the M&E framework.
  10. Coordinate the development and peer-evaluation of tools for tailor-made assessments, project monitoring and evaluations – increasingly involving CSAs in that process;

WHO ARE WE LOOKING FOR?

  • Relevant academic education in the field of social studies or equivalent in work experience; 
  • More than 5 years of MEAL experience in gathering, analysing and presenting quantitative and qualitative data; 
  • Excellent verbal and written knowledge of English, French and Arabic or other languages are desirable; 
  • Experience in developing and operationalizing MEAL frameworks; 
  • Experience working with civic space, civil society strengthening, gender equality and social inclusion, including in the implementation of MEAL activities; 
  • Demonstrated knowledge on external evaluation and impact assessment methodologies and how to translate these into practical tools and processes; 
  • Research skills required in data collection and analysis, learning through a variety of channels for specific topics; an understanding of qualitative and quantitative data gathering methodologies; and development and maintaining databases; 
  • Team player but able to work independently and with self-motivation; 
  • Proven analytical and decision-making skills in a challenging context; 
  • Relevant computer skills, which include experience in using project management software tools, PowerPoint, Word and Excel and other quantitative and qualitative data analysis software.
  • You have a valid permit to reside and work in Tunisia. Even if you work remotely.
