About the job  :

Under the supervision of the Chief of Party, the position will assist Consortium Members in strengthening and developing Monitoring, Evaluation, Accountability and Learning (MEAL) systems and tools, and ensure that these are applied for best practice, and accountable programming of the project. The position will provide coordinated and strategic leadership for all Monitoring, Evaluation, Accountability and Learning (MEAL) functions and ensure the smooth running of MEAL functions in line with DRC and the donor’s regulations.

The position will be the entry point for all partners related to questions and issues regarding the Monitoring, Evaluation, Accountability and Learning (MEAL) elements of the grant. The MEAL Coordinator contributes to the development of Consortium-wide MEAL strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations and partners in their oversight of country activities. The position will also organize regular workshops, in liaison with the chief of the party, to update the partners on the latest strategies, plans and tools. The MEAL Coordinator will be based in Tunis, with frequent travel to other countries where the project is implemented.

Your main duties and responsibilities will be:

CM associated responsibilities   :

Project Initiation: Ensure a MEAL plan that outlines all MEAL activities associated with the indicators and the project contract, along with relevant methodologies, timelines, responsibilities, and budget requirements per project, is clearly broken down and included in relevant project-follow-up tools.

Contribute to the project kick-off meeting by explaining the MEAL commitments, approach, and plan, to all project stakeholders so that they understand their responsibilities, deliverables, and timelines.

Project Implementation: Coordinate with partners to ensure timely updates of the Indicator Trackers and participate in periodic project management/review meetings. Ensure that a plan for data quality checks is in place and that data quality checks are conducted according to the plan. As relevant, lead on the creation of joint data reporting and visualization tools. Support the preparation of periodic reports to the donor.

Monitoring & Learning: Lead the development of outcome and impact-level measurements, which should be aligned with the overall program strategy for efficiency and consolidated learning purposes. Support the partners’ program and technical teams by reviewing data collection tools and methods for output and result-level measurements. Assist program teams in conducting trend analysis based on monitoring and programmatic data.

Accountability to Affected Populations (AAP): Ensure that partners uphold minimum standards when related to AAP, and that systems are in place to regularly collect, process and report on feedback received through partners’ Complaint and Feedback Mechanisms (CFM), and support relevant adjustments to facilitate interoperability and reporting.

Project Closure Responsibilities: Ensure that all deliverables mentioned in the project MEAL plan are accomplished by the time of project closure. Ensure all datasets and documentation supporting the indicators and MEAL processes are systematically centralized, digitized, and archived for audits and other institutional compliance purposes. Contribute to the final project reporting.

Evaluation & Learning Responsibilities: Ensure the project evaluation is carried out according to donor requirements and DRC evaluation policy. Facilitate an end-of-project learning event to capture best practices and lessons learned from the project. Ensure these learnings are accessible for future programming references.

Partnering  :

-Ensure partner capacities are assessed, and realistic MEAL expectations are factored into the project (measurement methods, deliverables/reporting, etc.). Where capacity building is required, ensure specific capacity-building activities are built into the project budget and work plan. Ensure partners are aware of their MEAL commitments during the kick-off meeting and throughout project implementation.

-Support partners with tools and systems required for them to comply with donor and DRC MEAL technical requirements/standards.

-Carry out regular monitoring and quality checks to ensure partners are adopting the required standards for AAP, MEAL, and GDPR.

-Where possible, support partners in adapting and applying the Core Humanitarian Standards in their institutional processes and implementation.

-Before project closure, ensure that partners complete all MEAL requirements for the project (all measurements, data collection), ensure all data sources are complete and accurate, all relevant data for the project (indicators and MEAL) are transferred to DRC, and any supporting means of verification are also turned over to DRC.

-Ensure partners communicate to the communities they serve about the end of the project, the partnership with DRC, and the transition of services.

Archiving and documentation management :

-Develop and implement a physical and electronic filing system to ensure secure preservation of essential documents, including reports, and means of verification.

-Facilitate access to archived information for monitoring and audits.

-Ensure compliance with legal standards and donor requirements for archiving purposes.

-Create and enforce an archiving management policy, including retention periods.

-Digitize key documents for secure, long-term storage and accessibility.

Team management :

-Recruit and manage the IM Officer of the consortium unit.

-Facilitate team integration, provide daily support, and strengthen capacities through training and mentoring.

-Address disciplinary matters and conduct regular performance evaluations.

-Develop and manage team schedules.

-Ensure compliance with organizational procedures (administration, HR, finance, procurement, and logistics) and adhere to the DRC Code of Conduct.

-Demonstrate flexibility to address any service needs as instructed by the line manager.

 

The responsibilities listed in the job description are not exhaustive and may be adjusted according to operational needs but will remain aligned with the overall objective of the role.

 

About you :

To be successful in this role we expect you to have a minimum of 7 years progressive experience in working with humanitarian / development organisations with responsibilities in a MEAL department is required  Moreover, we also expect the following:

  Required  :

-A minimum of 5 years of experience in a similar role in an international NGO in the field or in the development sector is required

-Highly developed skills and demonstrated capacity for developing MEAL strategies and mechanisms, including implementation and training in related principles and practice, are required

-Advanced skills in design, implementation and quality assurance throughout the data collection process and specifically software, such as Kobo Toolbox, ODK, CommCare and others as relevant, are required

-Very good skills in analysis frameworks, with data analysis for quantitative and qualitative data and communicating evidence, is required

-Proficiency in computer packages i.e. Word, Excel, Powerpoint, and Power Bi, is required

-A Bachelor’s degree in a relevant field (international development, social sciences, statistics, public health, etc.) + at least 8 years of relevant experience

-A Master’s degree in a relevant field + at least 7 years of relevant experience

-Fluency in written and spoken English

Desirable :
-Proven significant experience in MEAL including with complex settings (consortium with several partners) would be an asset

-Previous experience with DRC would be an asset

-Work experience in a full remote setting would be an asset

-Knowledge of Microsoft Dynamics (DRC ERP system) would be an asset

-Experience with standard procurement procedures and documentation of the NGO sector would be an asset

-Familiarity with procedures and regulations of institutional donor DANIDA would be an asset

-Desirable for knowledge in Arabic, French
