Program / Department Summary 

Mercy Corps has been active in Tunisia since July 2011, working to support youth employability and entrepreneurship opportunities, increasing civic engagement, and improving the capacities of local authorities, civil society organizations, and private sector organizations to engage in positive governance. Our goal is to empower and engage citizens, support the development of an inclusive and enabling environment, foster resilience, and support social cohesion. 

Mercy Corps Tunisia’s strategy adopts a multi-tiered approach to address constraints at the national level, capacity building at the local level; and supporting individual citizens, in particular youth, to build their social capital.  Our cross-cutting themes of Peace-building and Citizenship, Gender and Inclusion, Resilience and Migration are integrated into our programs to support an enabling environment in Tunisia where people are empowered, included and engaged with equal access to opportunities. 

With our head office in Tunis, we currently have three field offices in Gafsa, Medenine and Jendouba, with programs funded through a variety of donors, including AFD, EC and US DOS. Our mission, vision and strategy is actualized through the coordinated and effective delivery of each complementary program, and we are constantly seeking to enhance the quality of our implementation in order to maximize the positive impact of our work. 

General Position Summary 

The Monitoring and Evaluation (M&E) Officer will cover the program areas of Gafsa and Medenine. working with the Program Managers, Program Officers and our local partner organizations to oversee and ensure effective M&E planning and implementation in order to guarantee the quality of data and analysis and program learning. S/he will support the Program Managers to ensure that performance monitoring and results reporting tools and processes are in place, are effectively implemented and well synchronized between all programs. The M&E Officer will report to the country Director to ensure that the programs in Gafsa , Medenine and Jendouba meet internal and donor requirements and inform country level program development and impact. S/he work closely with Program team to develop and deliver staff/partner trainings, improving capacities in monitoring and evaluation and database management: data collection, entry, verification and analysis; and other identified needs.

Essential Job Responsibilities 

    Strategy & Vision
  • Development of the M&E Plan(s) if necessary (projects and proposals).
  • Develop systems for reporting and validating program data (Excel, Tola, Access, etc.)
  • Work closely with the program teams and local partners to ensure effective monitoring, evaluation and reporting of program activities and results that can be shared both internally and externally.
  • Assist on Data Quality Assessment Plans.
  • Actively participate in any additional evaluation activities including but not limited to baseline surveys, mid-term, end line surveys, evaluations.
  • Document success stories on projects that support the project and validate the country strategy. 
M&E:
  • Contribute to the development of each project’s M&E plan, as well as the country level M&E plan;
  • Support Project Managers/Officers to use monitoring tools, accurately enter program data into relevant databases;
  • Conduct and Support the Organizational Capacity Index (OCI) process and follow up as required;
  • Build the capacity of our local partner organizations through support on: monitoring tools, entering program data into database;.
  • Ensure the collection, review and response to beneficiary feedback; 
  • Compile progress against indicators and report back to the team according to the monitoring plan;
  • Lead surveys and manage Focus Groups;
  • Ensure the good quality of collected DATA by conducting DQA Data Quality Assessment for all existing Databases;
  • Work as part of a team to facilitate and support M&E operations including baseline, annual, and end line surveys, regular monitoring, data collection and analysis, feedback and reporting according to the MEL workplan;
  • Perform spot checks on the team’s data collected, archiving and reports each month;
  • Ensure field teams always have the most recent version of all M&E tools and documents.
  • Document Success stories on Projects.
  • Other duties as assigned.
CARM: Community Accountability and Reporting Mechanism 
  • Serve as lead writer of CARM Standard Operating Procedures (SOP), and ensure document is updated according to the mission status;
  • Ensure the quality of CARM collected DATA through direct feedbacks, face to face interviews, 
  • Ensure Quality of CARM database(s);
  • Produce trimestrial or semestrial CARM reports in a close coordination with the CD/Team Leader, and the Regional CARM Advisor (AFrica Region);
  • Produce and review all CARM related communication materials;
  • Train new team members on Mercy Corps accountability principles and the country CARM and procedures;
  • Ensure every program/project has a CARM Focal point;
  • Ensure that all feedback channels are active, and proper procedures are followed (according to the feedback level);
  • Ensure proper documentation for all feedbacks;
  • Specify the CARM-related activities that need to be captured in SOPs for program activities;
  • Work closely with the senior management Staff of MC Tunisia according to the SOP’s: Country Director, Operation, financial, and project managers.

Security 

Ensure compliance with security procedures and policies as determined by country leadership.

Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning  

As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves. 

Accountability to Beneficiaries 

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: None
REPORTS DIRECTLY TO: Country Director
WORKS DIRECTLY WITH: M&E Team, Programs Team, Finance Team, Operations Team. 

Success Factors 

A strong team member will be conscientious, with excellent judgement, capable of multi-tasking, prioritizing, problem-solving and attention to detail with strategic vision.  S/he must have the confidence, and humility, to work effectively with a large variety of people who will be diverse culturally, economically and in social status. S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations, as well as the ability to foster solid working relationships with Mercy Corps staff, INGOs and CSOs.  Working as part of a team as well as strong organizational skills, are essential to this position.

Living Conditions / Environmental Conditions 

The position is based in (Tunis, Tunisia) and it requires up to (60 %) travel to regions. 

Mercy Corps team members represent the agency both during and outside work hours. Team members are expected to conduct themselves in a professional manner and respect MC’s policies, procedures, and values at all times.

  • BA/S or equivalent, statistics, public administration or international development. 
  • 2-4 years M&E experience
  • Fluent in both spoken and written French and Arabic with good knowledge of English.
  • Previous experience working in INGOs preferred.
  • Relevant experience in field survey/data collection techniques, data entry, data verification, and analysis.
  • Relevant expérience on Focus Group Discussions and Key Informant Interviews.
  • Strong communication skills.
  • Good understanding and skills at data management and analysis.
  • Strong computer literacy with a full knowledge of MS Office applications, Knowledge of SPSS, Stata is a plus.
