Position Summary
Reporting directly to the CEO, the Manager of EFE-Tunisie South Office will lead the operational, financial, partnership, and administrative management of the Zarzis office and the StarTech Incubator hosted on-site. The Manager will oversee project implementation in the southern region, ensure alignment with EFE-Tunisie’s strategy and donor requirements, and strengthen EFE’s presence and impact through partnerships and high-quality program delivery.
This role combines strategic leadership with hands-on program management, covering youth employability, entrepreneurship, startup incubation, and acceleration.
Key Responsibilities
- Office & Operational Management
- Supervise and coordinate daily office activities, ensuring smooth operations and compliance with EFE-Tunisie policies (finance, procurement, HR, etc.).
- Lead the Zarzis-based team, ensuring clear roles, performance management, and professional development.
- Propose operational improvements to optimize efficiency and impact.
- Project Management & Implementation
- Plan, implement, and monitor project activities and KPIs for the southern region.
- Coordinate with EFE-Tunisie teams (Projects, Training, MEL, Finance) to ensure timely delivery, quality standards, and budget compliance.
- Manage partnerships, donor relationships, and reporting for all regional projects.
- Oversee StarTech Incubator programs, from sourcing and selecting entrepreneurs to training, mentorship, and networking opportunities.
- Partnerships & Ecosystem Engagement
- Build and maintain strategic relationships with employers, private sector federations, and the entrepreneurship ecosystem to create job opportunities and startup growth.
- Represent EFE-Tunisie in regional forums, strengthening visibility and positioning within the local and national ecosystem.
- Fundraising & Business Development
- Contribute to the identification and development of new projects and funding opportunities in the south.
- Support proposal development in coordination with EFE-Tunisie and EFE-Global teams.
- Monitoring, Evaluation & Reporting
- Track performance indicators, analyze results, and ensure accurate documentation of activities.
- Prepare timely reports for donors and EFE-Tunisie management.
- Identify opportunities for continuous improvement in project design and delivery.
Qualifications & Requirements
- Master’s degree (Bac+5) in economics, management, social sciences, entrepreneurship, or related field.
- Minimum 5 years’ experience in development project management, including team leadership, partnership building, and donor relations.
- Strong understanding of employment, entrepreneurship, and rural economy contexts and policies, experience with youth employment and entrepreneurship programs is an asset.
- Excellent interpersonal, networking, and team management skills.
- Fluent in Arabic, French, and English (written and spoken).
- Strong organizational skills with the ability to manage multiple priorities.
