Assignment

The Logistics Officer will be mainly based in Tunis supporting the Tunisia and Libya mission. S(he) is managed by the Logistics Manager. 

The speaking language of the position is English. French and Arabic speaking language is an asset.

Responsibilities

  1. Procurement Planning and Supply chain management

For the Tunisian mission:

  • Accountable for overall compliance with the procurement procedures
  • Accountable of all procurement and all procurement scenario
  • Accountable for the whole supply chain for Tunisia mission need
  • Responsible for project procurement planning and delivery for Tunis office

For the Libyan mission:

  • Accountable for the revision of all competitive procurement (scenario C) before signature by the coordination
  • Accountable for all call for tender procurement scenario for Libyan project

 

  1. Office and Stock Management

For the Tunisian mission:

  • Accountable for the Tunis stock management with support of the Driver/Purchaser, including
    1. Responsible for ensuring that stock movement (IN & OUT) processes are respected;
    2. Responsible for overall compliance with the stock management procedure;
    3. Responsible for providing stock reports;
    4. Responsible for initiating orders when needed
  • Accountable for the effective contracting (through Framework agreements) for all needs in Tunis

 

  1. Delivery (Transport) Management

For the Tunisian mission:

  • Accountable for transport and delivery for Tunisia mission needs

 

  1. Assets Management

For the Tunisian mission:

  • Manage the IT Assistant/Officer or in his absence, oversee the asset management of the mission, including below tasks:
  1. Ensure the safety and effective use of all ACTED assets and property in the mission;
  2. Ensure the asset database is up to date and accurate;
  3. Responsible for ensuring that all assets are in a good working condition and that necessary maintenance and repairs of these resources is undertaken;
  4. Ensure that all assets are used and stored in a safe and secure manner;
  5. Accountable for the overall compliance with assets, property and premises management procedures;
  6. Ensure that all data on ACTED assets is backed up and all asset file complete;

 

  1. Fleet and Travel Management

For the Tunisian mission:

  • Control and manage the cost of the Tunis fleet (fuel, maintenance and repairs);
  • Provide monthly reports and analysis to CLM
  • Supervision of ACTED driver in Tunis (management and schedule)
  • Organizing of airport pick ups
  • Organizing of international travel through travel agencies
  • Supervision of travel agency contracts and their renewal
  1. Property Management

For the Tunisian mission:

  • Supervise the Driver/Purchaser in all property management (office and Guest House)
  • Keep track record of property contracts and advise on renewals and needs (office and Guest House)
  • Supervise cleaner in Tunis

 

  1. Reporting

For the Tunisian mission:

  • Responsible to complete all Tunis reports (procurement / stock / fleet / asset / property…)

 

  1. Others
  • Any other tasks as required and in line with the logistics scope of work
