Background

The International Foundation for Electoral Systems (IFES) is a non-partisan non-governmental organization, independent, and non-profit engaged in the field of electoral assistance worldwide. IFES has been present in Libya since March 2012 assisting the Libyan authorities in the organization of free, democratic and transparent elections through electoral assistance programs. IFES Libya’s program office is currently based in Tunis. 

 

Project Description

IFES’ Libya program supports the democratic transition by providing targeted technical advice, assistance, and training to build the capacity of key stakeholders, including the High National Election Commission (HNEC). The aim is to enable Libyan stakeholders to more effectively and transparently manage electoral processes and promote the inclusion of marginalized populations, particularly women and persons with disabilities, in the electoral processes.

 

Job Description

Under the direction supervision of the Procurement and Operations Officer, and reporting to the CD and DCD, the Logistics Associate responsibilities include but are not limited to:

 

  • Administrative and logistical support for Tunis-based activities such as meetings, conferences and workshops;
  • Conducting market surveys and price analyses of commodities needed for program implementation;
  • Assisting with the office logistics, administration, and financial management as directed;
  • Supporting the procurement process, including gathering relevant information from appropriate sources for goods and services to be procured; identifying potential vendors following IFES procedures; preparing documents concerning competitive bids (for RFQ, selection, and requisition); performing due diligence checks on all contractors and vendors in compliance with donors’ and IFES’ regulations; and participating in evaluations and recommendations for local procurements; preparing payment packages;
  • Serve as custodian of all project inventory in coordination with the Procurement and Operations Officer;
  • Other assignments as needed. 

 

Required profile

  • Bachelor’s degree in related field
  • Experience with event planning and management;
  • Excellent communication (verbal and written) and organizational skills;
  • Experience with procurement operations;
  • Independent and able to take initiative; 
  • Experience working for international organizations or internationally funded organizations;
  • Fluency in English and Arabic is required- knowledge of French is an asset.
