POSITION DESCRIPTION

Position Title: Logistics and Security Officer

Position Classification: Fixed Term, Full-Time, Tunisian, and CCN

Location: Tunis, Tunisia

Program Overview: The USAID Power Tunisia Program (Power Tunisia) seeks to advance Tunisia’s energy security and resilience by providing technical assistance and facilitating investment funding for the deployment of clean energy technologies resulting in the Program’s three core objectives:

  • Increased clean energy generation capacity
  • Reduced energy demand and consumption
  • Lower CO2 emissions

 

Position Overview:

The Logistics and Security Officer (LSO) works at the operational and tactical levels, acting as the focal point for both operational service delivery and risk management functions. The LSO works with the program team to provide safe, secure and effective operations. With supervision by the project management and Deloitte Security, the position manages, and coordinates logistics services and ensures safety protocols are followed and the team delivers the program in a safe and secure manner. The LSO receives direction from, and reports to the local project management team, but also reports to the Security Manager at Deloitte US (Deloitte Security) regarding strategic risks; high impact risk incidents; critical event planning; the management of risk related policies, plans and protocols; service provider standards [and failures]; and the targeting [direct or indirect] of the organization’s people, infrastructure, activities; and interests.

Detailed Responsibilities: The Employee shall perform the following general functions but not limited to:

  • Logistics and Travel Management: Support the project management team in the identification and arrangement of transportation including conducting due diligence reviews on potential vendors. Responsible for travel management activities, including securing and managing ad hoc vehicle support, managing operational and security standards for project team members travelling, and the movement of people in an effective and timely manner.

 

  • Safety: Responsible for all security operations for the project. Included in this task is procurement and maintenance of all fire safety equipment, safety kit procurement and storage, procurement and stocking of medical equipment for the office. Additionally, the LSO will identify, track, and report on any natural hazards in a timely manner. The LSO will maintain and implement all safety policies, plans and protocols, and will report any shortfalls to the project management team and Deloitte Security.

 

  • Security: Create and maintain risk assessment calendars and mitigation plans, raise security concerns with project management and Deloitte home office security team, track trending and emergent threats, coordinate the collection of information with stakeholder groups, conduct risk assessments for facilities, activities, travel, VIP and high profile events or visits, and other events, implementing and maintaining all associated policies, plans and procedures, and overseeing security related resources.

 

  • Training: Provide training-related to risk management, safety and security, and fleet and safe driver programs. Leverage credible and approved training knowledge and training materials and will record all training activities for auditing purposes. Ensure training standards are met for drivers and guards, and will report on deficiencies, ensuring corrective actions are implemented – and recorded. The Logistics and Security Officer will issue international visitors to the activity a pre-briefing [document] before their travel, and an arrivals safety and security briefing for all STTA travelers and new hires.

 

  • Emergency Management: Act as a technical advisor during an emergency event, and act as a bridge to the headquarters risk and security management team. Will implement safety and security protocols, activate and coordinate supportive resources – as approved. Develop emergency contact cards for health clinics and local police in case of emergency.


  • Asset and Inventory Management: Support the project operations team with the administration of assets, supplies and consumables, including inventory management, maintaining and updating the asset tracker, the ordering and stocking of consumable and non-consumables materials, and the reporting of breakages and losses. Conduct scheduled and spot check audits on asset serviceability and procurement needs for facilities and events.


  • Conferences/Events Support: Provide logistics, security and other support as needed for conferences, workshops and events.

 

  • Other duties as assigned

 

Supervisor and Reporting Responsibilities: The LSO shall report directly to and be supervised by the Director of Finance Administration and Compliance (DFAC). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project. The LSO will also report to the Security Manager at Deloitte US.

Qualifications:

  • Strong logistics and administrative skills and qualifications including arranging transportation, lodging and event venues.
  • Strong understanding of international, regional and national risks and the impact on daily life in Tunisia.
  • Established relationships with regional/local police departments preferred.
  • In-depth experience of national and regional risk factors and ability to advise the project team on best course of action.
  • Accredited training and qualifications in risk management (preferred).
  • Ability to offer concise and effective advice before, during and after a crisis.
  • Effective analytical skills and a proven problem solver.
  • Ability to work effectively with external stakeholders.
  • Detailed-oriented person who has the ability to understand and follow directions effectively and to work independently to deliver assigned tasks.
  • Ability to work with both leaders, peers and subordinates in an effective and polite manner.
  • Fluency in French, Arabic and English required.
  • Strong writing skills in French, Arabic, and English.
